Here's how Kosovo can go towards elections on August 3rd

On the eve of the Kosovo Parliament's constitutional assembly, it still remains quite unclear whether the parliamentary majority could be created and whether the new Speaker of the Assembly, who is expected to propose the coalition of the Democratic Party of Kosovo, the Alliance for the Future of Kosovo and the Initiative for Kosovo, known as the PAN coalition, could be elected.

The Kosovo Assembly Constituent Meeting is expected to be held on Thursday, August 3rd.

Attending this meeting has already confirmed parliamentary subjects.

Memli Krasniqi, member of the Democratic Party of Kosovo leadership, has said coalition PAN is committed to doing well at the Convention Constituent session.

And we have enough support to vote on government, to build the House, and we believe that everything will go and flow the best way possible. This is also our commitment as coalition”.

The nominated for prime minister of the Vetevendosje Movement, Albin Kurti, has said all deputies of this political subject will be present at the Kosovo Assembly Constituent Meeting. He has criticised the PAN coalition for, as he has said, the way he is trying to create the parliamentary majority.

“The PAN is attempting to create the parliamentary majority through a Government, which will depend on the Belgrade party in Kosovo and the purchase of any MP. It makes state-building and democracy in Kosovo, but does not honor them as well”, Kurti has said.

Coalition The PAN, who have previously warned that for chairman of the Assembly, he will propose PDK leader Kadri Veselin, who has held this post in the past legislature.

Krasniqi has confirmed this, though according to him, it is still not official.

“has full support for the head of the Democratic Party of Kosovo and for the leader of our coalition, to Mr. Kadri Wessel. But I can't tell you that today as fact done. The official decision will be published in time”.

The Speaker of the Assembly is elected with the simple majority, meaning 61 votes for MPs.

Kurti has said the 32 deputies of the Vetevendosje Movement will not vote Kadri Veselin for Speaker of the Parliament.

On Thursday, the Assembly of the Republic of Kosovo must elect a person, a political figure, which should be as comprehensive and non-controversial as possible. This MP, who is to be chairman of the Parliament, in the 6th legislature must be much better than the chairman of the Assembly in the fifth legislature”.

On the other hand, political developments connoisseur Imer Mushkolaj -- speaking of Radio Free Europe -- estimates that the problems of creating parliamentary majority, but also of voting the new Speaker of the Parliament -- are more than obvious, despite the coalition's recent statements. PAN, that there are votes necessary for these.

I expect at least based on the general mood of political parties, but also generally statements that have been made public so that the election of the chief parliament fails. This would then lead to a new situation in the sense that the coalition too PAN can try the same candidate or candidate again. Yet, there is still the danger that the Speaker of the Assembly will not be elected, and therefore the Assembly will not be constitutionalized”.

Mushkolaj adds that such a situation would lead the country to early parliamentary elections, which, according to him, would not be an appropriate solution.

If that happens, it's only because of personal resentment, because I consider there are other possibilities. Could be, suppose, the appointment of another candidate by the coalition PAN, an acceptable candidate for political rivals who are not in the PAN coalition, to at least be dedicated to the Parliament and then move on to the government's creation issue”.

However, soon after the Parliament's establishment, the 15 - day phase of the new government begins. Based on election results, government formation also belongs to coalition PAN, but it is required that this coalition secure the minimum of 61 votes.
