GLSP: Independent institutions account lacking

The group for Juridical and Political Studies on Saturday has presented for the first time the analysis of policies“How accountingative are independent institutions in Kosovo”, which report to the Assembly, where it turns out the main problem remains the transparency of regulators.

Albana Rexha from G The LSP has presented key findings regarding the dimension of each regulator's account, while it said that only independent regulatory institutions have chosen for the study, while it has indicated that the general index of regulatory accountability is 0.54, thus showing a general index slightly higher than 50 per cent.

“Based in this measurement of the accountability index that GLPS has made in Kosovo, it turns out that the Kosovar Competition Authority and the Commission for Mining and Minerals have the lowest account index, respectively, have 0.06 accounting indexes. And the Water Services Authority turns out to have the highest account index of 0.79. On the average, the accounting index of these market regulators in Kosovo appears to be 0.056x1>, she said.

It further explains that despite the fact that the accounting index is above average and reflects numerous problems with regulators.

The primary problem emerging from this account index is the lack of sanction mechanisms on the part of parliamentary commissions, so when market regulators report to different commissions in Parliament, even when their annual report is not approved, parliamentary commissions cannot sanction these regulators. Second, measuring the market performance, which those regulators monitor and must report, turns out that in most cases in Kosovo they do not produce such a report. Third, there is a lack of a strategic approach to public consultations... and under four, most regulators have no code of courtesy”, she said.

For the main problems GLSP has identified, even has issued a number of recommendations such as legislative changes that the Parliament should make to impose sanction mechanisms for market regulators, all regulators must adopt a structured approach to public consultations, all regulators should be able to produce periodic assessments of their market performance.
