It's the General Directorate of Public Procurement, a previously unknown structure in government, that will gather all tender procedures of any institution that manages public money, in the hands of a single man, a body that will have office at prime minister's headquarters, and will be dependent on the prime minister.
Concrete sources told newsbomb.al that the new Public Procurement facility will depend on Council of Ministers Secretary General Engjela Agacci.
Eventually, ministries will make their annual plans for their needs, but tenders will not be realised in any of these dictatorships.
Sources told newsbomb.al, that the ministries may need Lapustila letters, Chancellorial products, or printers; as police officers and soldiers may need clothing, or even inmates and hospitals for sheets and clothing; needs may be for arms purchases or car purchases... But also for any other kind of purchase.
But, none of the ministers, or relevant staffs, will manage any tender. All will be done at the Public Procurement Directorate depending on the prime minister.
Edi Rama was not familiar with this new idea until a month ago, when he met with the Croatian prime minister. And as reliable sources newsbomb.al, one of the issues discussed, has been government reshuffle, but tender procedures and ways that corruption can be avoided. The Croatian prime minister has recognised Croatia's idea, where tenders are held not by any institution, but only in one country.
Edi Rama has attracted this idea very much and has not hesitated to seek the help of her counterpart to train Albanian personnel in the way Croatia is walking with this procedure. And the Croatian prime minister has agreed that people from Albania go to Croatia, (and are still there) to get the experience needed to create the new facility in Albania.
And man has been chosen. There is certainly still a woman, once part of former Mayor Edi Rama's cabinet and today on his government staff. This woman will make “zap” tenders of the entire state budget.
There's no need for interference and friends, no commissions and no percentages, no finding people or paying ministers... Now, there's a more complicated way to get the next tenders, without merit. / NEWSBOMB. AL/
