During 2017, Germany is seen as the main destination by many Albanians who want to leave the country for a better life. At a time at the doors of the German Embassy growing up, German Ambassador to Albania Suzanne Schutz, in an interview for “GS” stresses that asylum research is a dead end for Albanians. She suggests that the German labour market needs very good qualified specialists and that they fulfill all legal criteria. Did Germany open new jobs this year?
Let me tell you something in advance, if we're talking about jobs in Germany, one thing must be perfectly clear to all Albanians who are interested in employment opportunities in Germany, traveling to Germany with the aim of hiring there, and once you get to asylum, it's a way that doesn't lead to a employment relationship, but it's a dead end. Germany has classified Albania as a secure orgy country, which means that asylum demands by Albanian citizens, as well as other Western Balkan countries, are currently processed very quickly and are virtually rejected in all cases. Albanian asylum seekers must then return to Albania, and if they do not do so voluntarily but return by force, they receive a one-to-five-year ban on the whole space S HEEN. Basically, it is the theme that the German job market needs mainly very good qualified specialists. Foreign specialists are also required, but there is order. They can begin work only after they have fulfilled all legal criteria. For those interested in other states, the application criteria are part of, in addition to the introduction of a fully formed and truthful form, even presenting at any cost a binding labour contract to the parties or preliminary approval for the workplace by the employer in Germany. This document must be presented in advance. And in the case of qualified professions, there is a need to witness the qualifications through certificates, diplomas, or, if there are, a testimony to the practice of the profession in question.
How long can these procedures last, and what are the documents required until signing the work contract?
The application's negotiation with the potential employer in Germany until signing a labour contract is, of course, something that happens between employers and employers. The German state in principle does not get involved in this matter. The visa application procedure following the signing of the contract may last according to circumstances several weeks.
Depending on specific cases, the relevant German office for foreigners should be included in the procedure, where and carried out most application processing. So German diplomatic representations have virtually no impact on the time of application processing and decision making.
Has there been visa applications by Albanians this year towards Germany, and what is their number?
Albanians are still very interested in employment opportunities in Germany. Following the entry into force of the so-called Law on Legal Migration for the Western Balkans, which enables citizens of Western Balkan countries to work legally in Germany in less qualified professions, the first half of 2017 have applied for work visas of over 2,000 Albanians. In addition, there have applied 100 high-qualification applicants and scientists, some self-employed and more than 200 others for education visas and qualifications.

In the first half of 2017, some 240 people applied visas with a view to studying and following a language course.
How many Albanians were repatriated to their country within this year?
The question of returnees is, in fact, a very important issue. Between January 2017 and today, about 2,500 Albanians have been repatriated to their country. That number includes those who have returned with their own desire as well as those who have been firmly returned. Here I have to repeat once again, the hopeless demands for asylum and the illegal stay in the German will inevitably lead to the repatriation of persons in Albania, even against their will. The consequences are drastic. Who lets it go until the expulsion will not be allowed as a rule of course- to run for many years in Germany or in the SCENGEN area. For me, it's also important that Albanians of energy and flexibility, and I've known many of them, are needed here in Albania. Germany and the European Union do much to support Albania on its road to economic and social reforms. But at the end of the day, living conditions in the country must be improved by Albanians themselves.
What's the number of asylum seekers to Germany this year?
The subject of asylum research was also expressed at the outset of the interview. I repeat: Research asylum is a hopeless procedure for Albanians. Virtually all asylum applications by Albanian citizens receive negative answers, applicants must then leave Germany again, which is highly cost related. If the asylum seekers refuse to leave Germany on their own will, then they return vigorously to the country of origin. This procedure is linked to a several-year detention measure. Yet, in the first half of 2017, about 3,500 Albanian citizens have applied for asylum in Germany. This is the problem for both Germany and Albania, and has already brought concrete consequences here in Albania:
We welcome the fact, since 1 August 2017 this year at all border crossings, as well as at Tirana Airport Albanian citizens, who travel abroad, are systematically controlled by the order of the State Police under EU regulatory instruments.
The four lower criteria would have to be fulfilled at the moment of departure:
The exact address of accommodation as well as an invitation of the host to the destination site; booking the return ticket; as well as financial means sufficient to cover stay spending.
If a hotel reservation is not owned, then it requires 100 euros per day of stay in the SCHENGEN area. If there's confirmation of the reservation, that's 50 euros a day. If travellers fail to meet one of these four conditions then Albanian Border Police will stop following their journey. This will result in registration into the Albanian Border Police data system, which can be eventually followed even by a measure of ban from the country.
Compared to other countries in the region, how does the German state operate towards Albania?
Germany engages in all countries of the region in a variety of fields and levels. Name here the so-called Berlin process with its many initiatives. All Western Balkan states naturally have their own characteristics, but all of them are united by the fact that migration for employment purposes towards Germany cannot be successful through hopeless applications for asylum status or through abuse of freedom of movement. This is a dead end for all citizens and citizens of this region! So my colleagues from other foreign representatives communicate this very clearly, just as I do.
