Human rights groups hailed the report as a historic moment for Roingya's minority, because the government of Aung San Suu Kyi has earlier pledged to refrain from finding out the fundamental rights of this minority.
Maltraining about 1.1 million Roingya therefrom has emerged as the most controversial human rights issue in Myanmar after the military ruled.
Annan was appointed by state adviser to Aung San Suu Kyi to lead a one-year commission dealing with the recovery of long burning divisions between Roggya and Buddhists in the western state, which is one of the poorest in the country.
The nine-member commission in its final report described Roghingya as the single largest non-relative union in the world. ”
“If legitimate local population complaints are ignored, they will become more vulnerable to recruiting by extremists”, the report added.
Security deteriorated sharply at the border with the state of Bangladesh last October, after nine police officers were killed by the suspected Rohingya~ militia in attacks on border sites.
In response, Myanmar's army sent troops to the villages of Roingya '%s' in a fiery offensive, murder and rape by security forces and sent to 87,000 of Roingya's minority to flee to Bangladesh, said “Alzeera”, the Periscopi broadcast.
“While Myanmar has the right to defend its territory, a very militarized response is unlikely to bring peace to the area”, the report said.
The Commission warned that if human rights are not respected and <x0 population remains politically and economically marginalised, the northern state of Rakhines could provide fertile ground for radicalisation, as local communities can become increasingly vulnerable to recruiting by extremists”.
Roggyas is denied citizenship and classified as illegal immigrants from Bangladesh, despite claims of roots in the region dating back centuries.
Annan has visited Myanmar three times since his appointment, including two trips to the state of Rakhine. On Thursday, he presented his findings by reporting Suu Kyi and army chief Min Aung Hling./Periscopi/
