ZKA's futile audits

The investigation of many violations, ranging from administrative to criminal, has made the National Audition Office (ZKA) year after year.

In its reports the institution, which has a legal obligation to audit public finances, has found losses of millions of euros, mismanagement of millions of others, as well as a lack of reasoning for millions of others, writes today “Koha Ditore”.

Also found are irregularities in the procurement process and in the recruiting process. But with the publication of reports by KA, their treatment by media and civil society seems to end everything.

The registered legal violations are almost never taken into account by law institutions. The State Prosecutor has not given an example when the investigation has opened after publishing these reports.

While low, there is also the percentage of implementing the ZKA recommendations to audited institutions, most of which are repeated year after year. Almost nothing has been done in addressing the registered violations of either the Assembly of Kosovo, which is the body of Government overseer and its subordinate institutions.

Even this year, the ZKA in reports released during June, ministries and independent agencies have issued budgetary problems and uncontrolled spending.
