The “E employed as Head of the Unit for Supplies at the MSh pharmaceutical department has been identified in the wage list under the MS Central Administration, even though its contract has expired in April 2013” reportedly.
The job is compensated by 50% of the salary as a result of suspension for court cases in April 2014
“Law for Civil Service”, respectively, Article 96 and 97 clearly define the deadline and conditions of replacing the Civil Service work contracts with paperwork without deadlines. Such a confirmation of employment has not occurred with the case identified as no signing act has been signed. The employment is compensated by 50% of the salary as a result of suspension for court cases in April 2014” is said in the audit report.
According to the ZKA, compensation of staff in the absence of contract/act currency appointment is contrary to civil servants' law and regulations and could result in unfair payments and budget damage.
ZKA recommends that the minister should ensure that any employee who receives wages under the MS, has currency documents that confirm the working relationship and file as provided with the legal framework.
