The Gialaros had planned to sell one of their defenders during this season and when Costas Manolas withdrew in the last few minutes from the 35m-euro transfer to Zenen refusing to participate in medical tests, they returned to Rudiger.
According to Sky Sport Italy, Rome has already accepted an offer worth 33m euros plus a five million bonus depending on performance.
Rudiger cannot complete the transfer, as he is participating in the finals of the Confederate Cup between Germany and Chile, which takes place tomorrow evening (day) in Russia.
However, the German defender is expected to fly to London on Tuesday or Wednesday and have his medical tests prior to formalisation as a Blues player.
Rome has already sold Mohammed Salah in Liverpool for 42m euros plus eightm euros, and today Leandro Paredes officially joined Zen for 23m euros plus fourm euros in bonus.
