Petit Zogaj, analyst and executive director of the organisation “speaks”, told Radio Free Europe that the political system in Kosovo, but also the election results, are imposing a political court of some parties and MPs to get votes that would enable government creation.
“Even MPs have the opportunity to individually agree to a programme that they would vote on in the Kosovo Assembly. In this case, (case with Teuta Rugova) I do not see such a thing”, Zogaj said.
For the analyst, Zogaj agreement between two or more political subjects can be considered normal if there is agreement on a governing programme, while individual and unpublished agreements leave bad taste.
Based on election results, initial initiative for forming government belongs to coalition PAN, consisting of the Democratic Party of Kosovo, the Alliance for the Future of Kosovo and the Initiative. The candidate this coalition for the prime minister's post is AAK leader Ramush Haradinaj.
Compared to votes by Albanian majority parties, Haradinaj has yet to talk to minority communities, which are also a constitutional category and must be part of the Government of Kosovo.
