This is the full letter:
The undersigned, we require the immediate interruption of the process of building the religious destination object in the Dardania district in Pristina. The religious destination object is not in line with the area's overall objects and according to the designated destination of the bloc, which is defined in the regulatory plan. The facility is also not in line with the competition criteria published for architectural companies that have applied for the construction of this project.
According to the Dardania Quartering Plan, adopted in 2009 that defines the rules for building and development of the neighbourhood and parcel where religious objects are planned, a project built there should be “in harmony with the area's overall objects and according to the designated destination of the bloc”, according to the description of the Special Constitutions of the 8c Block, pages 164 of the plan (combined to this letter).
Meanwhile, according to the criteria at “, the competition for the construction of Central Mosque” that has selected the controversial project is clearly defined by the selection criteria. Crease these that have been violated in the current project. On page 53 of this document (connected to this letter) the religious object should be “integrated into the environment and urban context of the neighborhood”.
The object selected by the Islamic Community of Kosovo has architectural style entirely in conflict with the surrounding context and environment of the neighbourhood because it is a project of XV and XVI architectural style, the content of surrounding objects belongs to the Utilian modern style of architecture. The object also does not meet the criteria of “architectural architecture” described on page 54 of the contest, while the building in question is a copy of another building in another country.
We ask the Islamic Community of Kosovo, the Pristina municipality and the Central Institutions to comply with the neighborhood regulatory plan, with full transparency in terms of citizens and in line with the scheduled competition criteria.
From here on, we as signatories of this document, are not against building the mosque in this Pristina parcel, but are still interested in a legal, comprehensive and professional process for our capital. While Pristina is in the phase of improving its infrastructure, in respect of laws and harmonisation of plans and regulations, we demand that they apply without exception to the process of building the Central Mosque in Pristina. To cover this process, it is necessary to create open public hearings with neighborhood citizens, with urbanists and architects, with municipal and central representatives, and with all other sides affected by the process.
So we ask that once again the process of selecting the winning project, respecting overall competition criteria and the neighborhood regulatory plan.
Freedom of faith and practice of religion in our country is the inevitable right that belongs to us all, just as the laws of Kosovo and the urban environment of the city belong to us all alike. Therefore, by supporting freedom of trust and association, we seek the construction of objects and buildings in accordance with the urban rules and laws of our capital and state.
