Arab media have reported that the governor of the region has ordered an investigation, expressing concern over housing workers.
Some 9 million foreigners work in Saudi Arabia, many from South Asia.
Human rights groups complain that foreign workers often suffer from poor conditions and are unable to change jobs or leave the country without permission from their employers.
In 2015, 11 people died after a fire in a residential block for foreign workers in the eastern town of Khobar.
