Haradinaj still not mandated, invitation to political parties is early

Radio Free Europe: Mr. Tahiri, the coalition candidate PAN, Ramush Haradinaj, has invited political parties to talks on forming Kosovo's next government. However, Vetevendosje and LDK have not responded to this invitation. Is this warning of crisis in these negotiations from the beginning, especially of the fact that the LDK doesn't see itself in combinations with the PAN, if it's there? PDK?
Ramush Tahiri: First, Ramush Haradinaj's invitation is early because the Kosovo Assembly Constituent Assembly by President Hashim Thaci has not yet been scheduled. And the second, Ramush Haradinaj's official mandate has not yet been appointed by PAN, because no PAN meeting has yet been held following the certificate of election results, where they will come up with joint candidates and has been formally nominated by Kosovo President Hashim Thaci for mandate.
These are procedural issues, and without those issues being carried out, no invitation is considered official, either by Vetevendosje or the LDK. The other issue is the principled and political issue.
In past elections we had a six-month blockade and had full PDK isolation, which, although a winning party, threatened to remain in opposition unless it took the LDK into the coalition and gave up the prime minister's post.
Now, the reasons are principled LDK, because it doesn't want to co-operate with the PAN anymore. The PDK is inside, but has been declared to want to co-operate with the AAK and the Initiative. However, if AAK and Initiative, they are eventually separated by the coalition PAN, then the prime minister's position is not sure it belongs to the AAK or Ramush Haradinaj.
The crisis only exists, and these are reasons that neither the Assembly of the Assembly is being decreed, because it is making sure that when the Assembly of the Parliament is scheduled, preliminary discussions are final and that we have a coalition government. The ruling coalition must take place on the basis of the governing programme and later split ministerial functions.
We have no other than the kind offer of Ramush Haradinaj, so we do not have a programme that is not public, nor has it been introduced to other coalitions, whether Vetevendosje or the LAA (Democratic League of Kosovo, the New Kosovo Alliance and the Alternatives. Radio Free Europe: How much do you see possible a coalition without the PDK?
Ramush Tahiri: As far as numbers are concerned, it's possible. The procedures are difficult because once the PAN candidate has to be consumed. It means, if it is Ramush Haradinaj decreed, that this candidate is to collapse in the Assembly and then be given the opportunity to new coalitions. It may still be Ramush Haradinaj, but in a new coalition, the Vetevendosje connection, the Alliance, the Initiative and the LDK.
Radio Free Europe: It may be a little bit hypothetical, but if the candidate The PAN does not achieve the formation of government within the deadline and the second case comes out, how do you see the President's discretion can he give the mandate even a non-winable election party but has created the parliamentary majority after the elections?
Ramush Tahiri: A wrong attitude has developed in opinion. The president does not have the discretion, but he has it institutional, based on the Constitution and the law. The president can't, even if he wants to, not give the second or third party the winner and not the first, because if he constantly trusts the first one, then it doesn't make sense to the post-election coalitions and it violates the will of citizens, because a party, in this case that has received 32 percent of the vote, or that makes Government or goes into elections.
So he is denied the will of 70 percent of citizens who can make numbers and this is not the practice in any country in the world, that first-time winner will be the winner all the time or otherwise the country goes to the polls. It is not the democratic principle here and it is not the explanation of the Constitutional Court. The explanation of the Constitutional Court is that the president has the discretion, but it has facts.
If they collect the signatures, Vetevendosje and LDK and present them to him as 82 signatures, if they even enter minorities, or 72 or 71 signatures, if a non-Serb minority, he (President) is obliged because he has the facts that his decision is in harmony with the people's will and not to go to new elections because the president may not be pleased with his own opinion or his past political orientation.
Radio Free Europe: Where do you see the role of the international factor, there needs to be an intervention to help the negotiation process between political parties?
Ramush Tahiri: No, it doesn't, because now it starts to experience like pressure. They need to respect the procedures and need to respect democratic processes and need to know each subject's position on issues that Kosovo owes, demarcation, association, dialogue with Serbia, the fight against organised crime and corruption, the European agenda of Kosovo, economic development and all other issues.
International representatives who report to their governments must have a clear opinion of what will happen if they take over VV power, what will happen if it is taken away? PAN and what happens if it's part of LDK. At this stage there are meetings without exceptions, but not in the stage of pressure that international states fear would destabilise if the country were to destabilise The PAN remains in opposition, no, this shopping is not done and is completely out of reach.
