Disregistering of a vehicle that is bringing disappointment

The new auto law that went into effect at the end of June this year has brought many changes in vehicle registrations, conditions on vehicle ownership, conditions about imports of used vehicles to the change of license plates.

While citizens complain of the loss of vehicle registration at the moment of purchase, despite the fact that the vehicle has been operating for months, according to representatives of Kosovo institutions, everything is in order with the law. Beating Pacolli by the Kosovo Security Bureau has said that, based on statistics in Kosovo, more than 315 thousand registered cars currently circulate, with the average age of 18 years. Traders in the Fushë Kosovo auto market have expressed their dissatisfaction, saying that with the new law, they have much more difficulty selling a car. Trader Istref Mazrek, who has been operating cars for 25 years, says that the law, which has come to them, has also brought them numerous problems because citizens refuse to buy cars. According to that, he says no one wants to buy cars, as up to 400 euros costs the census for the second time.

While Faton Gashi, also a businessman, says their problem has now become the vehicle registration law, where after the sale he is not recognised. According to him, this is a civil robbery. Meanwhile, Deputy Minister of Internal Affairs (MPB) Valdet Hoxha, has said the automotive law is sponsored by the Ministry of Infrastructure, but that MPB is implemented as such with all legal provisions.

Hoxha said this law has passed all the filters, where it was voted on behalf of the representatives of the people, but he did not rule it out as an opportunity for the law as such to be changed into certain provisions. He said that in the future he will take necessary steps to sabotage this situation.

Bexhet Shala, chairman of the Council for the Protection of Freedoms and Human Rights (KLMDNJ), says the law is very good and the country has needed such a law. He has said there is no violation except conditioning for registration of the car for paying fines. He said they do not plan to seek law change.

While the Pacolli beat by the Kosovo Bureau of Security, changing the auto law has also affected motorcycle owners. Motorcycles with capacity above 125 cubic cm can't be registered if the owner doesn't have a driver's license of the “A”.

He has also indicated that the new law envisions penalties for those who change the miles of vehicles up to 10,000 euros in fines. Equipmented subjects for technical control have been forced to make previous miles of personal reading. Apart from changes to automotive law, which has primarily to do with car registration, there will already be changes to the import of old cars. Since 2018, the restriction to import cars in their age of 10 years has been limited. Also, cars must meet the standard known as Euro four.

Tools registered in the foreign country and more owned by foreign citizens can take part in traffic in Kosovo for a period of no longer than 3 months since the entry date. Kosovo citizens cannot run these vehicles without the owner's presence, nor can it be authorised to circulate with that tool in Kosovo.”, Pacolli said.

According to him, the sentences have also been seen for citizens who do not care for car plates and their shift. The owner of the vehicle has to change registration plates with new ones if one of the plates has lost, damaged, destroyed, amortized, to the extent that becomes useless.
