The battle for coalition begins who will form Government?

With the Constitution of the Parliament established, verification of mandates is made and the new chairman of this institution, who will be nominated by the coalition. PAN (Democratic Party of Kosovo, Alliance for the Future of Kosovo and Initiative). The five deputy heads of the Assembly, who will make up the institution's new headship, will also be elected.

From the moment of the Assembly Construction, based on election outcome, coalition candidate PAN for prime minister, Ramush Haradinaj must within 15 days make his proposal for the formation of the new Kosovo government.

He is expected to receive the mandate for prime minister from the president of Kosovo.
So far, Haradinaj has largely declared that he has the necessary numbers for forming the government, but he has not introduced which subjects he has provided these numbers with. Ways That Coalitions PAN has provided them in the Assembly, a total of 39, are not enough for government formation.

Although Haradinaj has cited the coalition's link to the Democratic League of Kosovo, New Kosovo Alliance and the Alternative, these three gathered in the pre-election coalition as possibilities LAA, they have not confirmed this alliance after election.

Part of the government, according to the Constitution, will also be minority communities, which as a whole constitute 20 deputies in the Kosovo Assembly.

For the formation of the government, at least 61 MPs are necessary.
In various tests about the results of the June 11th elections, the dilemma has also been put on: What if Haradinaj and PAN fail to make the new government?

As a conclusion, the reserve option has usually been given, that of granting the candidate mandate of Vetevendosje Movement, Albin Kurti, to form Government.

But, based on Kosovo president's recent statements, it seems that for Kurti's eventual mandate, yet another opinion of the Constitutional Court will be sought, despite the performance given in 2014, about the right to form the Government.
So, the negotiations that will take place the following days and weeks can bring formulas of more varied government formations, whether with Haradinaj at the top or Kurti, or even without any of them, producing consensus figures.

However, while Haradinaj and Kurti are expected the following days to intensify their efforts for new coalitions, to achieve the creation of the parliamentary majority in the Parliament, as a necessary condition for forming the Government, even the international factor is not expected to be far behind these developments.

From Brussels, Enlargement Commissioner Johannes Hahn has already sent the message for Kosovo to form a pro-European and stable Government.

Brussels will insist that the new government be able to continue the process of dialogue and normalisation of relations with Serbia, end border demarcation with Montenegro, as well as continue the European integration agenda.

Also, American Embassy in Pristina has sent messages to establish stable and democratic institutions.

While politics in Kosovo does not rule out even “intuition” of going from elections to elections, which would result from the government's failure to form, for the international factor, the EU and the US, new elections would be seen as the most unwanted option.

Kosovo, according to international estimates, has also become very stuck in integration processes, has remained the only single country isolated and without visa liberalisation, already deeply stalled in terms of rule of order and law.
