The Catalan club has not been able to spend more money because of budget constraints for 2016-17, continuing until the end of June, but are now ready to start offering a satisfactory offer to the Italian.
It was reported earlier this week by the Barcelona-based sports newspaper, El Mundo Deportivo, that club chief Josep Maria Bartholomew will personally receive negotiations for midfielder and they should start this week.
However, Barca believes he will transfer Verratti at a slightly more reasonable price than Paris Saint-Germain's request for his services.
The Catalonas giant intends to offer more than 80m euros and hopes to close a 24-year-old deal for that price.
