Arsenal coach Arsene Wenger is willing to offer a high figure on the sidelines of Martins, 22, and the defence features midfielder Carvalho, 25, as Londoners face at least one season without the football of the Champions League.
The transfer of the Portuguese doubles would follow defender Sead Kolasinac to the Emirates after the free transfer of the Bosnian Representative from Schalke.
Martins scored seven goals in all performances last season, while Carvalho, against his defensive role, contributed two goals.
