Albert Krasniqi from the Kosovo Democratic Institute (KDI) has said legislation in effect does not provide any timetable for the certificate of results. According to him, more important than speed is the accuracy of the results.
The “Legislation does not pretermine until the certificate of results in order not to be pressured by the CEC, which could therefore cause inaccuracies. The time period this time is taking the CEC to announce the results is roughly the same as that of past elections. So, there's no extraordinary crawling”, he said about news.net.
He has said the fastest counting process would be accelerated with addressing certain technical issues.
“Let's get the operators at the Counting and Results Centre (QNR) should introduce all the vote values of 971 candidates, including those by 0 votes. Instead of placing 0 on all candidates and changing only to candidates who have received votes. This would speed up the process and reduce the possibilities for mistakes. Then, better preparations for the commissioners, which if they made less mistakes during the completion of the results compliance tender, even the process in the QNR would take less time. All these changes can be made without the need for legal changes”, Krasniqi has praised.
He has also cited changes that must be made to the electoral system for determining the results as soon as possible.
“As regards legal changes, which could positively influence in terms of election management, it is worth considering the option for civil servants to engage instead of commissioners who are nominated by political parties. The professional preparation of civil servants is higher, opportunities for manipulation are reduced because they can lose their jobs if proven to have manipulated the election process. On the other hand, it should be insisted on maintaining the current numbering in the country, not on the same count being counted in concentrated municipal centres. This, in addition to slowing down the process of announcing preliminary results, increases the possibility of manipulation and reduces public confidence in the elections. While other elements to be considered are the introduction of information technology in the elections, such as electronic identification of voters or even electronic voting booths. These booths can be printed and then thrown into the ballot box. The problem of invalid votes would be addressed in this way, but which on the other hand could increase voting with assistance”, Krasniqi said of news.net.
The CEC has not finished counting on bail, which is expected to end during Tuesday.
Based on preliminary results, the 11 June parliamentary elections are coalition PDK-AAK-Nisma with 33,92%, the second is Vetevendosje Movement with 27.16%, while the LDK- The AKR-AA has received 25.79% of the vote.
