On Tuesday, the Assembly examines the budget for 2018

The draft budget for 2018, of 2 billion euros and 80m euros, will be considered on Tuesday in the first reading in the Kosovo Assembly.

This has been announced by Finance Minister Lulzim Rafuna's adviser.

He in an interview has said that the draft budget for next year envisions the removal of customs taxes for production businesses, as well as the 4 percent increase in salaries for civil servants.

He has announced that the budget for next year will have budgetary growth in the health, education sector, as well as the first introduction of social schemes.

The 2018 budget law has been approved in Government and is now expected to be under the 5th day of Tuesday to be considered first in the Kosovo Assembly... . The customs administration according to preliminary projections with the 2018 budget will raise 1 billion and 175m euros, while ATK will collect 446m euros. According to him, the draft budget has been designed with the greatest care that it has received on the basis of all the challenges facing our country, until it stressed that it is meant to be a developmental budget.

Rafuna said that with the budget of 2018, even municipalities will have budgetary growth, which, according to him, will help local economic development.

“Communs will have a very sensitive increase for the first time. This increase has been offered in order to help provide municipal-level services, local economic development. As the government will be available to help develop municipal level. Even with budgetary assistance such as providing guarantees, offering projects through the Public Private Partnership... then this higher budget, or most take capital expenses with them. Capital spending dominates this budget and this is indicator and this is a sign that the country's economic development budget “, Rafuna said.

He has added that in order to help the country's economic development, as well as to facilitate doing business in our country, the finance minister in this case has given priority to key sectors affecting the development and social life of every citizen in the country. He has cited sectors where budgetary growth is envisioned.

I'm starting from the rule of law sector. Where we have a budget increase for 13 %, especially in areas that affect the establishment of positions where the whole sector will be able, the Prosecutorial Council, the Judiciary Council, the Courts, to advance with increased positions with reduction of professional staff 690 positions in all of these sectors, and this is undoubtedly done in order to establish the efficiency of the judiciary... Then there is growth in education. It's always presented as a challenge on the part of a business that we don't have as much of the market, or as a framework for the business requirements we have advances and we've increased the budget to 22 more than the forecast in 2017. He said for the first time there were three new schemes in motion.

“The first scheme to be envisioned, social schemes for unskilled people at work. Also with social schemes, we have a first-time increase of 20 percent and a total increase in all employees who receive salaries from the state budget, and they will have an increase of their salaries by 4 percent from the day of the introduction of this law“, Rafuna said.

Rafuna stressed that with this budget, there is no pre-relevation of existing taxes. According to him, the opposite will happen, where production businesses will be stripped of customs duties.

“We will continue with fiscal policies that will be released from customs tax and simplification of procedures. ...from the 1 January dates will be released from customs taxes on all the first materials produced in our country, all half of the products that participate in the final product, produced in our country, all the production lines, information technology equipment and excise tax will be released to all producers who use gas, oil, mazut in the production process. What every producer that produces now in Kosovo, which is authorised by ATK as a productive subject, will not pay customs taxes, for first-born or production lines and plus T V The US will not pay at the moment of import but will pay for it when it produces the” product, Rafuna said.

According to him, all of this shows that the state is concentrated to favour producers.
