Special Fears and Border War

Power leaders missed attempts to abolish the Special Court overnight. The will that showed power to undo the Special was not manifested even in relation to resolving the border problem with Montenegro, nor in meeting the criteria for visa liberalisation, or creating an army these annual promises [...]

As it began, 2017 is closing with news “bomb” for the Special Court. At this end, leading institutional leaders have made numerous attempts to live up to the initiative of the ruling subjects to abolish the Law for This Court, as representatives of the US and even the EU alarmed that such a decision would internationally isolate Kosovo. The head of the Assembly has made two attempts to review the request of 43 MPs, signatories for extraordinary sessions in which the Special paralysed.

In the absence of quorum, decision in office was impossible. The opposition LVV and LDK, as well as the Serbian ruling List, refused to attend the meetings. Prior to this development, for the head of state, Hashim Thaci, and for the prime minister, Ramush Haradinaj, Koha Ditore” newspaper has reported that they were standing behind a petition of war-free organisations called for the destruction of the specials.

January 2017 brought shocking news to President Thaqi Imer from Skenderaj mentioned him as head of the structure that has killed LDK activist Haki Imer, which the president this year decorated at the Kosovo “Hero order immediately after the war. The claims were expressed in a letter addressed to the Specialised Prosecutor's Office, this institution that is a panel of the prosecution under the Special Court. The family had done so, for 17 years the local law bodies have not made the killing white. In addition, the prosecution's body has told the newspaper that April 6, 2000, is the last time there was communication.

Over the summer, Specialised Chambers, which make up the Special Court, have been fully functional. By the beginning of July, they have been able to receive statements and initiate judicial procedures, while the Specialised Prosecutor's Office could present the charges in order to be reviewed by judges. However, the indictment has not been so far, but it is expected that they will be announced in the beginning.

Demarketing

The will and zeal the heads of state showed to abolish the Special Court overnight was not manipulated edehe in relation to resolving the border problem with Montenegro. The change of power forces gave no solution even to the demarcation agreement with the Montenegrin neighbour. That agreement was one of the reasons for the collapse of the Mustafa government. Based on the missing decision-making about demarcation, Kadri Veselin and the PDK gave support to a motion initiated by the opposition.

With the change of power, the only change was the composition of the state commission. Prime Minister Haradinaj decided to dismiss Murat Meha and other members, instead appointing the biggest opponent of the current version, Speed Bulqi, Periscopi broadcasts.

The failed visit has also resulted in the official visit of Foreign Affairs Minister Behgjet Pacolli to Montenegro, in an effort to “trade” an agreement with other principles on the border demarcation issue. Pacolli, like his ancestors in Government, was told in the eyes of the high officials of Podgorica that demarcation is a matter for them.

As long as the demarcation agreement with Montenegro is not ratified and the fight against organised crime and corruption is not addressed effectively, the isolation of Kosovars, the only ones in the region who cannot move without visas in the Schengen area, will continue.

Haradinaj's promise has thus proved false that three months after taking over the government's wheel will be made the decision on visa liberalisation.

Army Manufacturers and Fire Game

Not a few maneuvers have been made during 2017, for the army that Kosovo still does not have. The initiative for its formation, initiated at the beginning, has not been experienced and major confusion will have, if it is to be established in the next year. During this year's March, President Hashim Thaci had deposited the draft law in the country to grant military security mandate (FSK).

The “Kosovo Security Force is a professional, armed, one and unique military force, for the entire Republic of Kosovo and authorised to serve in the country and abroad, in accordance with the given constitutional and legal mandate”, the Bill said. This initiative had prompted the opposition of Kosovo's strategic allies -- and separately to the United States, the European Union and NATO -- who are not against the military but want, through constitutional changes, to have the KSF transformed into Armed Forces (FAK). They have also suggested discussion with Serb representatives so that they can also be convinced of the military.

Another maneuver was first seen. The hateful and warmonger's conversation had returned to the poor frontal that has not yet gone through the traumas of bloody confrontations. Ethnic tensions had reached the point, and Serbia became the focus of this nationalist earthquake.

In half of January, a train with ecclesiastical iconography and extremist messages and, for “having” included dark politicians, was headed from Belgrade to Mitrovica. The train was Russia's gift, and the centre held overcrowding in 21 languages: “Kosovo is Srbi”. Without license and registration, the locomotive was intended to detonate the border. It had been stopped in Rashka, Srbia, after the elite Kosovo Police Unit, equipped with long arms, had reached the border to respond to the provocation of the northern neighbour.

Haradinaj's ban

This is not the only time with the fire Serbia has done to Kosovo, which it still considers its province. But in January, former Prime Minister Ramush Haradinaj has been arrested on 4 January by French authorities, given an international arrest sheet issued by Serbia.

Haradinaj's arrest had also been discussed in the Kosovo Assembly. Even though the MP's speech was full of patriotism, demanding that reciprocity be finally established with Srbia, they failed to adopt a resolution through which to condition the continuation of the annulment dialogue talks. After four months, the Court of Colmar did not consider the state's claims, rejecting the request for Haradianj's extradition to Serbia.

Such prosecution letters include other former KLA leaders.

On October 22nd 2003, former KPC commander Agim Ceku, as he was returning from Croatia to Kosovo, had been arrested at the Ljubljana airport in Slovenia. By 2009, Ceku had experienced two more arrests at the border crossing between Bulgaria and Macedonia and Colombia.

But from Slovenia's state, Kranjska Gora, former commander of the commander was arrested KLA, now chairman of the Initiative, Fatmir Limaj, on February 18th of 2003. But therefore, there was an international warrant, since it was demanded by The Hague Tribunal.

As a reciprocity measure against Haradinaj's arrest, Pristina has banned a warned Visis of Tomislav Nikolic. Nikolic was no ordinary citizen at the time. He was the president of Serbia, a longtime associate of ultranationalist Vojislav Seshel.

(Excelling of Interest and Political Earthquake

After a “PDK-LDK. And even before the elections that produced this divorce, elements “rose” had in the pre-election coalition. PDK-AAK-Nisma.

The first coalition constituted connections and divorce for interest. The biggest beneficiaries of this “co-existence” were the people who were affected by political careers at the time they were together. In the 2014 elections, Hashim Thaci had come out victorious with the PDK, a party that led him recently into this electoral process. But all the other subjects were made together not to co-operate with him, and because of criticism of ill-governance and abuse of power, they were set to push him into opposition. After six months of centre, Isa Mustafa's LDK and “betrayed the opposition bloc and made written agreements with the PDK, a point of which Thaci came to be president of the state. A year later, it was done, thanks to the LDK vote.

And now The PDK was next in line for “In May, it brought the votes together with the opposition to bring down Government, part of which was itself. The old enemies were resurrected after this development.

And the old enemies which he had in the first quarter of the year, The PDK attracted them. Before early elections in June, he linked the coalition with the AAK and the Initiative. The last two “betrayed” the principle that had been promoted years in a row, which said that, for no price, there would be no coalition with the PDK, parties that thought it was for state capture.

Kosovo has experienced political earthquake in the early national elections, organised in June. Many bets have collapsed, power has been changed to the main parties, and many exhibits have long held power. The two main political subjects, who since the post-war, ruled the country, have faced separately. PDK and LDK. The first has nearly halved power in the Parliament, and the second -- for the first time in tridecide history -- has been ranked third subject at the country level.

Meanwhile, it has doubled LVV's vote, the only party that has ever been a part of the executive, but which, in the mandate that has been closed down in the middle, has led Pristina. As a party, it has secured the largest number of seats in the Assembly, while more than that, the vote has taken over the coalition. The PAN, in which, apart from the PDK, was also AAK and Initiative, subjects who have preserved the vote they had earlier.

This has not been the only form of revolt that has been distorted against them. Through messages delivered on election day, they have shown frustration even toward all political factors. They demonstrated it through boycotting and voting. Voter turnout has only been 40 percent, lowest since the postwar. Record vision has also reached the number of damaged ballots. There have been 52,500 Sosh, through which 7 deputies could be delegated to the Assembly.

After a month blockade in the process of restoring new institutions, The PAN negotiated a deal with the ruling partner AKR and businessman Behgjet Pacolli, the subject he was competing in the coalition with the LDK and the alternative. Three of the AKR's four deputies switched camp and gave the Ramush Haradinaj Government vote, in which they secured a large share of power. However, the government remains vulnerable, due to the fact that it has the support of only 61 of 120 deputies.

Bass Break

Election dramas have produced local elections on October 22nd, where in most municipalities including Pristina and Prizren, the winners were determined by a handful of votes. Eventually, the bookies, which parties have considered a ballot barn, also fell.

The PDK emerged the biggest loser in local elections. This party, after two mandates, has lost “Jerousalemin”, as it named the town of Prizren second in importance, after Pristina. The party headed by Kadri Wessel also lost power in Vushtrri and Cline. He failed to maintain even the victory spirit in the first round of Mitrovica, failing to restore it. The victory at Ferizaj is not sufficient compensation.

The Democratic League is the first Albanian to win the largest number of municipalities, totaling eight.

AAK, except for bringing Gjakova back, she knocked LDK down in Suhareka, while PDK in Rahovec and Kline. Prime Minister Ramush Haradinaj's party has also won in Obilic, Decani and Junic.

Meanwhile, the Vetevendosje Movement, even though it failed to keep the spirit of victory from parliamentary elections, managed to retain power in the capital, as well as won in Prizren and Kamenica. Likewise, this party as never before joined the coalition with other parties in several municipalities, taking over its rulings in Mitrovica, Vushtrri and Kline.

LeVV Division

The Vetevenging movement suffered the biggest rift at the most successful political moment. A few weeks after local elections, the scandal broke out within this subject, where its leaders crashed. It all started with publishing an internal communication that spoke of “the MP's” Aida Drguti to VV founder Albin Kurti. Shortly after Albin Kurti's arrest on the part of the Kosovo Police, MP Aida Drgati had offended Kurt in a joint group in Viber. When MP Dardan Molyqaj had announced the arrest of deputies Donika Qadaj, Dorg has written her insult to the group with all MPs. He asked: “and that shit?

Division was also confirmed at the assembly of the highest body in this party -- the General Council -- where Chairman Visar Ymer and a group of MPs boycotted it. From a distance, LVV leaders have spoken of “political elimination” that has now begun and has started a year and loyalty to “> ”, not “And the man who caused the confusion at LVV, Albin Kurti, has expressed disappointment at the destructive and hostile approach by several partners. Because of differences, the possibility of LVV dividing has not been ruled out, which for a year hid behind a false unity.

Within LVV there is a group that supports Dardan Moliqaj, who openly went against Kurti's return to the party's helm. The mandate of Vetevendosje Chairman Wisar Ymeri ends in the script of 2018, until Kurti can exercise another four - year - old at the helm of Vetevendosje./Periscopi/
