The electoral panel for Ances and Parashtres is reviewing complaints filed by political subjects and independent candidates in the election process of the second district of mayors in Kosovo, which took place on November 19th.
Mul Descu, leader of the Electoral Panel Secretariat for Ances and Parashtesa, has told Radio Free Europe that the deadline for making decisions concerning the earlier complaints ends on Sunday.
There are 72 hours of yesterday's “Panel to place all complaints and announce to the parties decisions. P The ZAP has begun to review complaints since yesterday, and within the deadline it will give answers to the parties”, Descu says.
I have now received a total of seven complaints relating to the runoff, following the publication of final results published by the Central Election Commission.
The Democratic League of Kosovo has filed three complaints -- one for Dragash, one for Kamenica and one for Pristina. The Democratic Party of Kosovo has also filed three complaints -- one for Rahovec, one for Cline and one for Prizren.
An independent candidate from the Shtime Community, Fatmir Rashi, has filed a complaint over claims he thinks there have been irregularities in the runoff.
The Central Election Commission has so far certified the final results for 37 of the 38 municipal municipalities released from local elections on October 22nd.
Until, it has announced the final results of the second round elections for mayors of 17 municipalities and revotes for the head of the Partesh municipality.
The process of local elections in Kosovo continues to remain open until all complaints are closed and decisions stemming from PZAP and the Supreme Court.
Analyst Albert Krasniqi from the Kosovo Democratic Institute told Radio Free Europe that an exact deadline of conclusion of this process still cannot be known, without announcing the decisions that can be made by the judiciary.
“If PZAP decisions are again disputed that should be passed 24 hours, and then another 72 hours for ruling by the Supreme Court, and if there is a dispute from the Constitutional Court, there may be until next week no certificate of results, and this is in the best case if complaints are dropped and no recount or revoted by the Supreme Court is required if it is complete or partial in certain municipalities of”, Krasniqi says.
Otherwise, political subjects have said they will use all legal means to contest the election results in several municipalities. The Democratic League of Kosovo disagrees with the outcome of the elections in Pristina, as well as disagrees with the Istog Community revote, while the Democratic Party of Kosovo disagrees with the outcome of the elections in Prizren.
