During 2015 alone, the number of contracts for special services has reached 2,318.
Of them, 1,612 contracts have been linked by ministries, while 706 by municipal governments.
In the Independent Council for Civil Service, the government is blamed for these irregularities.
According to Arton Demhasey, from QOHU, these contracts are serving only political parties for the comfort of party militants.
At the central level, the record for such contracts keeps the Ministry of Agriculture, while at the local level leads the Pristina Community, the General Auditor says in his report.
