Only for the prime minister's appointed salaries will the state spend 106 thousand and 773 euros a month. In one year 1m 281 thousand 276 euros. For a 5m/25 thousand-04 euros mandate. Prime Minister Haradinaj has more ministers and deputy ministers than there are days [...]

Prime Minister Haradinaj is behind more ministers and deputy ministers than there are working days. On the 86th day of his work, Haradinaj has a total of 87 subordinates -- deputy prime ministers, ministers and deputy ministers.

In the Haradinaj government, 5 deputy prime ministers -- 3 of whom hold the minister's position, 21 ministers -- and so far 64 deputy ministers.

Haradinaj has named only 7 women out of 87 appointments. This government has no deputy prime minister. Two ministers and five deputy ministers have been appointed. Or say otherwise, there are only 8% women the prime minister has entrusted to the post.

“Gazeta Life in Kosovo” has found that in addition to large salaries, each of the appointed has a right to driver, assistant, and with certain exceptions and political advisers.

When Haradinaj presented the government cabinet before the Parliament on September 10th, he named 21 ministers. In the Haradinaj government, there are two ministries more compared to the Mustafa Government. The latter had 21 ministers, but two were without a wallet.

In addition to the number of ministries, the Haradinaj government has also broken the record of deputy ministers appointed.

In response to the prime minister's office given “Gaseta JNK” reportedly government Mustafa had named 45 deputy ministers to 19 ministries. In response to the prime minister's office, 64 deputy ministers are to date appointed.

In the absence of law, the salaries of the top state administration authorities are set at the prime minister's decision.

According to the Ministry of Finance, the prime minister's gross salary is 1,000 and 443 euros and 20 cents, while a deputy prime minister's salary is 1,000 and 356 euros and 30 cents.

According to this, the deputy prime minister for a month is spent 6 thousand and 781 euros and 50 cents, or 81 thousand and 378 euros a year.

If they manage to keep the full mandate only for their salaries, the state will spend 325 thousand and 512 euros.

The finance ministry has said the minister's gross salary is 1,000 and 270 euros and 50 cents.

As a result, 18 ministers (3 are paid as deputy prime minister) for a month paid by the state ark 22 thousand and 869 euros.

“Gazeta JnK” has found that for a year, the ministers of the Haradinaj government for wages alone spend 274 thousand and 428 euros. For a state spending mandate for these ministers, however, stands at 1 million and 97 thousand and 710 euros.

The paper has received answers from the finance ministry even to the level of salaries of deputy ministers. They have a gross monthly salary of 1,000 and 182 euros and 50 cents.

For 64 deputy ministers appointed by Haradinaj, the state per month spends 75 thousand and 680 euros and 908 thousand and 160 euros per year. For 4 years, the state only spends 3 million and 632 thousand and 640 euros on deputy ministers' salaries.

In total, Haradinaj's government only spends 106 thousand and 773 euros on wages per month. In one year 1m 281 thousand 276 euros. For a 5m/25 thousand-04 euros mandate.

The potential for increased number of deputy ministers

The country's 21 ministries do not have sub-ministerial numbers equally. There are even ministries that still have no deputy minister, while there are ministries that so far have six deputy ministers.

Example, Minister of Integration, Gift Hoxha, there are no deputies. While her colleague at the Ministry of Environment, Albena Resitiaj has six deputies.

On the list of deputy ministers appointed so far in Haradinaj Government, which “JNK” secured by ZKM, 64 deputy ministers are distributed in this form to ministries:

The Ministry of Integrations and the Ministry of Public Administration have no appointed deputy ministers. The Ministry of Trade and Industry and the Ministry of Innovation have only one. The Justice Ministry, the KSF Ministry and the Ministry of Management of Local Power have two deputy ministers.

The ministries they have so far from three deputy ministers are: those of Infrastructure, Regional Development, Finance, Internal Affairs, Agriculture and the Ministry of Diaspora.

The Ministry of Foreign Affairs, the Ministry of Health, the Ministry of Communities and Kthim and the Ministry of Culture have four. The Ministry of Economic Development and the Ministry of Education have five. The Ministry of Environment and the Ministry of Health Work have six deputy ministers.

Redoubled Councillors

The prime minister had the right to appoint up to 12 political advisers on the basis of regulation for the areas of administrative responsibility of the Office of Prime Minister and Ministers. This regulation had entered into force on March 22, 2011.

Referenced to Article 21, rulepoints 1 for the areas of administrative responsibilities of the Office of Prime Ministers and Ministers reportedly the prime minister could appoint up to 12 political advisers.

But, with the change in order, the number of advisers rises for 9 and the prime minister can appoint up to 21 political advisers.

Article 2 of the completion-changing of this regulation says: “The Article 21 paragraph 1, next to the point adds text as follows: “the prime minister may also appoint one (1) political adviser to each of the communities from the line of the Serb, Turkish, Bosnian, Roma, Ashkali, Egyptian, Goran, Montenegrin, and Croatian community<62>.

In addition to the prime minister, in this set of checks, the ministers also have the right to appoint by an adviser coming from minority communities.

Under the same rule as prime minister, deputy prime ministers appoint one of the political advisers in the quality of the High Political Council.

Consequently, each of the cabinets has a senior political adviser, who according to the Ministry of Finance has a 693-euro gross wage. Falling into Haradian government are at least 24 High political advisers [Prime Minister, 5 deputy prime minister and 18 ministers (3 plus are deputy prime minister]. So this calculation is done under the assumption that each of the appointed (Prime Ministers, Deputy Prime Ministers, ministers) has only one High Political Council.

Only for High Policy advisers do the state pay 16 thousand and 632 euros in wages for just one month. If we calculate that figure in 12 months, then the cost for the salaries of top political advisers totals 199 thousand and 584 euros, while for a mandate of 798 thousand and 336 euros.

Based on the financial ministry's responses, a political adviser has a 577 euro and 50 euro salary. That falls for 20 political advisers, if you take advantage of the right given to the regulation, Haradinaj's cabinet per month could pay 11 thousand and 550 euros. A year of 138 thousand and 600 euros, while for a mandate of more than half a million, or 554 thousand and 400 euros.

Deputy prime ministers and ministers have the right to appoint up to 6 political advisers. But, with the change in the upper order, they are added to a community adviser.

In its Article 3, “Mynisters are said to also appoint a (1) political adviser from the” communities. The number of six counselors who were right can now be named 7.

Consequently, deputy prime ministers and ministers (Although there are 23) can appoint 161 political advisers to total, under the assumption that they make the appointment of advisers in line with the maximum number of advisers allowed by the regulation. The removal of 23 top political advisers here is that 138 potential councilors of all ministries cost the state 79 thousand and 695 euros a month. 956 thousand and 340 thousand euros per year, or 3m of 825 thousand and 360 euros for a mandate.

Drivers and Assistents

At Article 33 of the Order for the fields and responsibilities of the prime minister and ministers, the number of officials in the cabinets, who are not civil servants, is also determined and their mandate is interrupted by the end of their superior's mandate. It says the prime minister can appoint up to 15 employed in his cabinet. So these are not counselors, but they are employees.

Deputy prime ministers can appoint up to 4 employees, while deputy prime ministers covering the cabinet can appoint up to 5 employees. Ministers may appoint up to four employees in the cabinet. While, deputy ministers can appoint up to 2 employees to the cabinet. Ministers with approval of ministers may even have an adviser at their disposal.

Each of these 88 top officials has a right to a driver, who plays the prime minister, his deputy ministers, and their deputy. So there are 88 drivers who have to work for the prime minister, deputy prime ministers, ministers and deputy ministers. The fact that each of them has a hired driver is that they each use a car.

By bypassing fuel spending, we will only calculate the salaries of the prime minister's appointed subordinates. The gross salary of a minister's driver, according to the finance ministry, is 407 euros and 55 cents. Consequently, 88 drivers of top state officials monthly paid 35 thousand and 864 euros. In one year 430 thousand and 372 euros, while for a 1m and 721 thousand and 491 euros. Each of the deputy ministers has the right to have an assistant. Executive assistants have a gross salary of 464 euros per month, while administrative assistants have a salary of 348 euros. So there are about 29 thousand and 696 euros in monthly spending for executive assistants for 64 deputy ministers appointed by Haradinaj. While, the number of appointed assistants in the prime minister's office and ministers is greater.

Lukes Guaranteed for Deputy Ministers

The cost of the big government is not limited to the salaries these officials receive. They also have the right to benefit from telephones of the final word, but they also have a reputation.

The Kosovo government is still called into an Administrative Direction adopted prior to its declaration of independence, which is called in a UNMIK regulation. This guide defines the cost of telephones for state - appointed ones as well as those who have the right to be supplied with handphones (mobil).

The “right for hand-phone equipment (mobil) and SIM folder have: prime minister, deputy ministers, ministers, deputy ministers, political advisers, permanent secretary of the Prime Minister's Office and chief of cabinet of Prime Minister”, said at Article 8 of this Administrative Guide.

“Gazeta JnK” has been constantly reporting for the purchase of phones from senior Kosovo Government officials. Most of the phones are for the last word, so you spend a lot of money on a phone./Cashho. com
