As the Ministry of Transport and Infrastructure announced the winner of the Djoko Constructure Company for the construction of the Arbri Street, at least 6 bids have been submitted to the Ministry of Transport and Infrastructure to build through the PPP concession.
Sources from the Transport Ministry suggest that the Salillari company has submitted a draft proposal for the construction of the highway, Thumane-Vorre Rrogozyna, baptized as the centre's axis. The value of the project is estimated at 75 billion dollars, of which 34 billion leks cost the Thumane-Vorre axis and another 41 billion lek Vora-Rrogozhina.
The Salilari company's project does not require financing from the state budget, but through absorption of payment after completion. The centre's axis, even in previous studies, is considered with high feasibility compared to other excises, due to the density of movement justifying payment.
Aksi Thumane-Rrogozhina is also part of the Blue Corridor, with a length of 64km. This segment represents particular importance, as it wards off South-North traffic in the main Tirana-Durra Centres, moving between Tirana and Durres from the Fushe-Cruja Thumanja to Rrogozhina, significantly avoiding traffic and reducing distance. The Blue Corridor is the only road section, which has received funding from the Berlin Initiative, since two years ago qualified for road funding in countries in the region that are part of the integration process.
About 10 years ago, Austrian companies have brought concrete proposals to the Albanian government, which were not finalised, as there was no legal basis for making investments with the PPP.
5 Other Offers From Builders for Roads
There are at least five other road construction companies that have made offers for the “One Billion” package. Sources from the Builders' Association confirmed that the Cobial Company has expressed interest in the Kardzic-Delvin segment, whose construction has been abandoned for years. The value projected to be financed from the state budget is expected to be over 9 billion dollars. This road would avoid Gjirokastra and Muzina's neck, making the distance Tirana- Saranda would normally travel for 3-3.5 hours, cutting it by 50 km. Efforts to build this axis have started since 2003, in the time of the government Nano. Its length is 28km, part of which is built. The hardest part is building a 1km-long tunnel.
Albstar company has also submitted an unrecognised offer for Vora segment - General's painting.
It is also taught that the Gjikuria company has made offers for Vlora's Bypas, with a path following from the Transit in Llogara and duplication to Himara.
The ANK company has tendered for an incomplete PPP proposal for Lezha's Bypass.
Victoria Invest, in collaboration with a Chinese company, has made offers for the Blue Highway, taking over feasibility studies. /Monitor
