The script teaching instead of books is still continuing at Pristina University (UP). In many UP departments, binding subjects are taught by scripts, collections of lectures, slides, and alternative literature, down to “tests derived from” that are distributed as literature for exams, which have no academic quality but have general content.

Learning in this form is done for two reasons: First the basic books are missing, and the second for the available literature is collected in the form of essays or tests, and students often manage to pass the test this way. In this research, it's only mandatory subjects, not electoral ones.

Preportr has done a paper research at the Faculty of Jury, Economic, Philosophy and Education and has talked to students of these faculty about how they develop their studies in their departments and how many basic books they have on the subject.

Some of the students who agreed to talk to Preportr's team say that lack of basic books is a major fault for them after they were unable to deepen their knowledge in certain areas. Those with whom we talked say that the literature offered in the English language is adequate for their respective subjects, but unfortunately it is not in their service, since they do not know this language at the level to the extent of their understanding of academic literature. But there are also those who feel that this form of study is appropriate because it is easier for them to pass exams.

So, generally, even students are not demanding enough, while many professors also hold public and government positions and are employed in different private colleges. Preporter during a preliminary investigation has found that 102 officials who have political positions and hold high public positions work in UP and private colleges. In view of these commitments, they do not have time to hold regular talks at UP. But instead of being punished for lack of speech, these professors also receive salaries for hours they have not held. The realisation of payments to professors who do not regularly hold lectures has confirmed the reports of the National Audition Office over the years.

Meanwhile, according to a survey conducted with 1500 UP students from the “Institute. Edgaward” results in 3 percent of respondents say that all professors are assigned only criteria for basics; 13.3 percent say that a large number of professors only assign bastic classes to them, whereas 35.1 percent say that all professors do so, 33.3 percent say that a small number of professors only assign scruples to basic matter, while 35.1 percent say that no professor assigns to basic literature.

And in the question of whether your faculty/university offers you free access to some basic electronic/online date, where you can find articles, research and publication that you need during your studies, 14.50 percent say yes, 25.81 probably says yes, but I haven't been informed, 50.75 percent say no and 8.94 say they don't know.

In some departments literature does not correspond to subjects

At the Faculty of Education, some of the compulsory subjects are taught by transcripts and alternative literature in the absence of basic books. In the direction of the Program, initiated by a total of 32 compulsory subjects, 11 are taught by scripts, 4 with alternative literature, while 14 subjects contain basic books. At the same time, four of the 32 compulsory subjects are practical.

In preschool direction from 32 compulsory subjects, 9 subjects are taught on scripts, 3 with alternative literature, and 16 have basic books. Four out of 32 classes are practical.

For both of these programmes (pre-school and primary) the appreciative report of the Kosovo Agency for Accreditation stresses lack of literature in Albanian.

“in syllabbus, part of the literature to be studied in individual discipline, is still in English that raises a question about the language skills of all students”, the report says.

Meanwhile, there is a serious lack of literature in the Early Child Education and Development program. Most of the hard work is learned from scruples and alternative literature.

The lack of literature on this programme is also highlighted by the Kosovo Agency for Accreditation report on the report, which was released in 2017. This report states that there is no adequate literature for this program.

The literature given in most courses does not correspond at all, nor does it correspond to their given courses and content, nor to the target population. At the same time, for some courses there is a long list of literature that is definitely too much burden to students”, the report says.

Taking into account this situation, the assessment report has concluded that this program should not be reaccredited for this year.

The most serious object is the structure of courses, their content and the inadequacy selection of literature”, which is recommended that this program not be reacreded.

Even in the direction of the economic faculty, there is a lack of literature for some of the basics. In the direction of Accountability, which has 24 bindings, 5 are taught in scripts, 4 with alternative literature, while basic books have 15 subjects. In charge of Bank and Finance, of 21 compulsory subjects, 8 are taught on scripts, and 13 are taught basic books. In management and IT, as well as in marketing, students say they have more basic books. 18 of these are basic books, but 3 do not.

Meanwhile, the history department has a total of 25 bindings, of which 2 are taught on scripts, 4 with alternative literature, and 19 basic books.

The psychology department has 24 bindings, of which 14 are taught on scripts, 2 with alternative literature, and 8 with basic books.

The Department of Social Work has 24 bindings, 7 of which are taught on scrupta, 4 with alternative literature and 12 with basic books, and one of the 24 bindings is practice on the ground.

It should be noted that the appreciative report of accreditation published in 2016 for the guidance of Social Work points out that there is no adequate literature and that the main literature is in English and that part of the students do their own translation of material from English into Albanian.

“As far as literature is concerned, there is no full list of important books for the study program. There is a list of literature for each course. There is not much literature dedicated to social work. There were no books on social work in the library. Literature used by teachers during courses is mostly in English. Students don't learn English during studies, and the English language is no criterion for admission into social work studies... Professors say students translate books and materials themselves. It is questionable that to what extent students understand English so that they can translate professional literature”, it is said in the report.

The Department of Sociology has 20 bindings, 4 of which are taught on scripts, 7 with alternative literature, and 9 of them with basic books.

The department of philosophy is more unique in basic books, for in this regard the basics are taught by some books.

It should be noted that a considerable portion of the main literature in the philosophy department is in foreign languages, primarily English, and a large part of the students cannot be served with these books. For this reason, the Kosovar Agency of Discension in its assessments over the years has recommended the philosophy department to improve the level of foreign language recognition among students participating in their research programmes.

From 22 of the hard work that this department has, 6 of them have in the English language, and 1 is taught in scripts.

Jethlir Bouja student in the Department of Philosophy has told Preportr that lack of literature on the subject is basic because it cannot afford the course itself. According to him, this makes it impossible for the department to receive students.

The question that I did to myself as a philosophy student was: what is required of me? And, of course, even when there is no basic literature, the method of appreciation allows it to be made available through over - surface knowledge that is provided with several clicks on the Internet to get maximum marks”, Buya says.

He says that at the University of Pristina, it is not the goal to extract professional and well prepared quartrons, but it becomes a form of superficial studies.

Our “Pages, even through lack of literature, show that they have no interest in the quality of studies. They do not demand that good, prepared students be produced. On the contrary, the student should be as weak as the surface, so that he can continue to see from the bottom-up, as subjected to those who have been deployed as authorities: the department itself and professors”, Buja stressed.

The Political Science Department, however, has 22 responsibilities. A considerable part of these subjects do not have basic books but are taught by alternative literature, namely, 10 subjects are taught in this way. Among the books considered alternative are also available in English, and only a small portion of the students can use them. 3 compulsory subjects get used to scruples, while for 9 other subjects there are basic books in corresponding syllabs.

The Jurydical faculty, the civil module, has a total of 32 binding fluids, of which 6 are taught on scruples, while 26 have basic books.

The quality of studies at the Jurydical faculty also conditions the large number of students. In this regard, appreciative reports of accreditation in the past three years have highlighted this as disturbing. The rating report on accreditation recommends that a comprehensive study should be made about requests and needs for jurists from public institutions and private companies that make up the labour market in Kosovo, as there are currently differences in the number of students and the labour market.

Because of the large number of students and the disappointing state of objects, it is very difficult to establish an appropriate contact between students and teaching staff”, it is said among other things in the accrediting report published in 2017.

UP should update academic literature

Youth Qehaja, director of the “Institute EdGard” has told Preportr that beyond the obvious lack of literature at the University of Pristina, it is more disturbing the lack of awareness of academic personnel for the use of physical and updating academic literature.

Had we had academicly refreshed professors, the same at no time would tolerate outdated literature and very little lack of basic books. This gives you the impression that UPI has the most attention on other peripheral issues, bypassing the core of the” academy, Qehaja says.

While Gashi is from the organisation “Admovere” says that UPI professors would have to draw up collections of material from different books on subjects they legalize.

But, also, there should be the communication of each subject's programme with the general faculty programme, which, unfortunately, does not happen in most UP faculties”, says Gashi, adding that the absence of these éclusters with the most prominent international authors, but also the lack of information on the general faculty program, and especially the lack of staff qualified to apply these, which he says, seriously damage the quality in the UP.

Failed science bid

Pristina University, which has 13 faculties under which 41 departments operate, 42 programmes, 5 modules and 5 cathedrals, publish only three scientific magazines. Meanwhile, it is expected to resume publishing the magazine “Philology”.

These journals do not have international codes of scientific magazines, but they have only codes from the National and University Library of Kosovo, even for the fact that Kosovo is still not internationally accepted in U. NESTO and this is an obstacle to receiving the international code I SSN. The other major obstacle remains the quality of these magazines. Neither has the protectorate estimated that they have real scientific values, because UP professors cannot advance through publication in these magazines, as they are not considered enough scientific contributions.

One of the magazines still published is the magazine “Media”, which is published once a year. This magazine has also been on the verge of closing, but its leaders have decided to continue publishing it. Faton Ismaili, secretary of this magazine, says that in this magazine, the works of the academic staff of the Journal's Department of Journalism are dominated by authors from Albania, Macedonia, and so on. He says that this magazine has been published since 2009 alone in Albanian, while abstracts are published in English.

 

“There has been ideas not to continue with publishing the magazine, since the reactor, not only the magazine “Media”, but no magazine published inside the UPP, does not accept as a creditable. On the other hand, the same reactors shared symbolic tools (only for publication) for magazines published within the UP's. In addition, the works of researchers from Albania, but also of those studying at international universities, such as Zejnullah Jakupi (The University of Berlin), have been accepted and recognized as scientific contribution”, says Ishmael.

The closure magazine has survived “Right”. The editor-in-chief of this magazine Qerim Qerim says that it is published twice a year.

“Revista is published in Albanian, followed by a summary or resume in English. The project is for the magazine to publish academic works of proper quality even in English, and especially in the following numbers such works are expected to find greater presence. Traditionally, the magazine is published only in printed form. We're actually trying to move this to the online platform”, he says.

Professor Qerim also laments that this magazine is not being sufficiently supported by the reactor.

"Probably, the university has a policy that it does not take into account, for purposes of choice or promotion, published in local magazines. This, of course, is not without effect even in the interest in publishing”, says Qem.

The Geography Department publishes magazine “Geographics”. Bulliqi, editor - in - law of this magazine, says that this magazine is published in Albanian but also has English - speaking work within it.

And because of the lack of financial support, some of the other magazines have stopped working. One of them is the magazine “Nojoja”, which was the only one who was distributed via the Internet even in other countries, while foreign authors wrote there.

Hasniye Ilazi, who has been editor-in-chief of this magazine, has told Preportr that the first edition of the magazine “Nojoja” was released in June 2012, after which two numbers were released, once a year. She says this magazine has summed up articles in Albanian and English primarily from the fields of philosophy, sociology, political sciences and that the authors have been renomeal scientists from Kosovo, the US, France, Hungary, Croatia, Albania, and so on.

The magazine's “Boting has been halted in prof sector time. Ramadan Zeynep. The PLAtformania of that time has also removed the magazine from the reactor site, while the work of this magazine has no longer been accepted for academic staff advancements, even in spite of the international recession. Following this degrading decision for both the magazine and all who have contributed to its publications at that time, whether financially or financially, whether by articles or recessions, the magazine's publication has been halted, as a result of the author's disinterest in publishing and financial issues”, says Ilazi.

She says decisions like this about non-recognition of the scientific magazine of social and humanistic science are short-term decisions with long-term consequences and significant negative effects on academic processes in Kosovo.

Also one of the closed magazines is “Educology”, this magazine, published by the Faculty of Education. Begzad Baliu, a contact person in this magazine, says that the first issue of this magazine was released in 2001 when the School of Education was called the School of Teacher.

The “then continued to emerge in 2002, once a year and four consecutive numbers were published in Albanian, Bosnian, Turkish and English, as we had students of different ethnicities in Pristina and in Prizren and Gjilan. There was also the international editor”, Baliu says.

It also shows the reasons for closing this magazine as it does not say something concrete if this magazine will be published again.

“Arsyet is different, but more the deanate's promise that if international board editorial is restructured will also be supported materially by a Canadian university. In this case the editorial has been distributed and we received promises from Canada, but only promises”, says Professor Baliu.

The history department has published the magazine “Buletin”, but this magazine is not also being published. The reasons for nonbotaging have to do with financial disapproval and the lack of academic staff to bring this magazine back into publication.

It should be noted that on the website of the UP's reactor that a couple of months doesn't figure out any magazines, neither those that are still being published, nor those that were published years ago.

Regarding the scientific work at UP, Shkelzen Gashi says one of the problems of <x0-varience” scientific at the UPA is the staff of teachers who, according to him, have no professional preparation to be even in their positions.

It's difficult, but it's not impossible, that the academic units of the UP are bringing up academic journals when 3abi4 of the academic staff at UP's are not worthy of being part of this staff. Furthermore, to have academic magazines, each academic unit in the UPI has to have its own libraries with the most contemporary literature and be paid in international academic magazines. Similarly, it is necessary that professors who published these academic journals be motivated”, Gashi stressed.

Youth Qehaja says that the greatest illusion there is for UP is the one called a scientific institution. According to him, the prerequisite for a university offering contributions to science is research, the precondition for research is a high budget reserved for it, available literature and human capacity.

“At any moment the University of Pristina has not mastered the above, as a result the academic magazines published by the UPP do not offer any added value in the academic world, but rather represent a good instrument for the process of academic advancement within the institution”, Qehaja noted.
