Kutlesic has proposed that Kosovo initially be recognised as a state, while then Serbia and Kosovo as two states that recognise each other unite in one union.
My “proposal supposes Serbia to recognise Kosovo as an independent state, but then become an institutional union, having joint customs union, unified market and a single unitary policy”, Kutlesic told the Serbian newspaper Blic, Kosova reports.
