He said an investigative judge Monday would decide whether to execute an EU arrest order issued by a Spanish judge Friday.
Puigdemont fled to Belgium after Madrid imposed direct rule over Catalon, following the independence referendum.
He said he would not return to Spain unless a fair judgment is guaranteed.
He and his four associates are wanted on charges of rebellion, uprising, misuse of public funds, following the referendum that the Spanish court considered unconstitutional.
