The built farm remained empty, since cattlekeeper Fehmi Halilaj from the village of Tirec of the Drensa municipality, which had won a grant, had received the money but had not paid his debts. The 78 thousand-euro grant Halilaj received from the Agriculture Ministry, while the latter for several consecutive months has provided no answers to the case.
Halilaj owed many people, including the builder who built his farm.
The owners of the firm “Brothers Kadishan”, from Drenas, never received the money for the roof of the farm that they built Halilaj.
One of the owners of the company Besnik Kadishan says Halilaj took the money from the Ministry of Agriculture and disappeared. They received no cent for the peak, which had cost 400,000 euros for which they had made and contracted at the swimmer.
We signed a contract to the swimmer for those jobs. We've started work and all things are done according to plan. The Commission for Accepting Jobs has arrived, made the object's admission and everything went smoothly according to them, was ok. But now that procedure is complete. We knew he didn't have any money, but he's waiting for the Ministry's money until he can count on it and he gives it to us. We've already filed a bill for him. Its value is 400,000 euros. We've been waiting for money from the Ministry to come to account for us. He actually took the Ministry's money and didn't take our payments off. What he did with them he knows, I don't know. They went to him for days, after any absolute success. Now for the moment that he is not found in Kosovo, Ka walk has gone out somewhere. I don't even know when he went but he's not here”, he said.
Kadishan says that if they do not receive the money, they have no choice but to go to the farm peak.
He is convinced that Halilaj took the grant and the land where the farm is built is not in his name, while he says the condition for taking the grant is for the earth to be in the name of the person seeking it.
We as a firm have actually seen fit to follow procedures that are in Kosovo by law. We've got the bill on the private accounts. The master has proved his methods. It actually releases my debt. There was nothing I could do. He's been in trouble, since the farm he built on that property isn't his property. But the Ministry of Agriculture has given a grant, where the first fundamental condition is that to get a grant they have to have property in its name. Since he took it, he knows. Who helped me that way? He knows. Even the master has nothing to do with all the procedures and has come to an end, that there is nothing in his name. We're on hold right now. I don't know what else to do, except it takes a day to go through the roof and get that investment I did, I don't have another solution, he says.
And Fehmi Halilaj's father, Isuf Halilaj, tells of the trouble he's been facing since his son left and he's already facing the debtors who are going to the door every day. Isuf Halilaj says he doesn't know where his son went.
“The boy is not known where he is, due to debts. You owe it every day at your door, I do. I mean, I'm getting washed up by people, and I'm getting my money, but we owe you money. Fehmi Halilaj's father indicates that the farm is empty after debtors took all the sheep away while showing that the land on which the farm was built is in the name of his father.
