Hamza has said that the share of expenditures has increased for 272m euros.
Under these projections for 2018 we expect the country's economic growth measured through gross domestic production to be 4.6 % in real terms. This projected growth is expected to be largely supported by the increased level of investment, including public ones, consumption and increased exports of the country. We expect that in 2018 total budget revenues will be worth 1 billion and 821m euros, which is higher than the 2017 revised budget for about 6 % or expressed in the million 104m euros more. The growth of total revenues comes from the contribution of about 74 % are indirect taxes passed on with about 15 %s of the mast meetings and about 11 % non-tax revenues”, Hamza said.
He has said that in next year's budget, there is the money to raise salaries for the public sector.
“Budget expenditures have increased to 272m euros or 15 % compared to the revision of the 2017 revised budget. Reaching a total of 2 billion and 82m euros. Spending on the salary and wages category for 2018 is estimated to be 589m euros, an increase of 4.3 %s in terms of pay and hire expenses with a review of the 2017 budget. This budget for wages and wages envisions wage increases for all employees in the public sector from January 1st of 2018, as well as wages for increased employment in the country's strategic structures”, Hamza said.
It has also said that with this budget all social schemes are expected to be financed, including financing for war-free categories, increasing the budget for the beneficiaries of social schemes, financing for the heritage, through the budget according to Hamza, will be supported by sexual victims during the war.
He also said he would have support for the farmers. While according to him, spending on goods and services ahead of 2018 is expected to increase as a result of preliminary spending on capital projects and the need to keep them.
Value for goods and services is expected to be 264m euros, or an increase of 7.9 % in proportion to a review of the 2017 budget. Capital expenditures for 2018 are planned to increase by 37 %s in relation to this year's revised budget.
Hamza has stressed that capital investments are expected to head for the highway to Skopje, Peja-Pristina Street, Pristina-Mitrovica and then towards Podujevo and Gjilan.
While Commission Chairman Lumir Abdixhiku has said that the trend of increased revenues is lower than the previous years, while criticising the government that 41 %s of capital investments are meant to be dedicated to asphalt.
“What happens with budget revenues if GDP is reduced to 1 % or not achieved by 1%. There's no analysis of the government's new decisions, what the government's importance in this budget is. What brings new government to the budget that is in line with the medium-term framework, what is the innovation of this budget and whether it has the address of priorities according to the main national documents Kosovo has. I can't see that there are reflections on the growth of incomes in fact. I analyzed the growing revenues of 6.3 for 2018, but the growth trend is lower than the years before. The government's focus on asphalt somewhere 41 %s of capital investments goes to asphalt. The government had to be a little more creative”, Abdixhik said.
While Dardan Molyqaj, a member of the Parliamentary Commission for Business and Finance, has said the budget for 2018 will also be in propaganding figures.
I have not seen how our capital investments have affected us and what are the ways that have affected economic growth. An economic growth is predicted, but we don't know how. Like the previous government that made the budget issue 2 billion euros a huge achievement, this government makes a 2 billion-euro budget figure I'm publicly saying that in the revision of next year if the government remains to be talking down. They're joking because of the criticism that Kuci is making to the budget. I am a hundred percent convinced that it will not be 2 billion euros. Again we have figures propaganda, which should be corrected. The danger that these vehicles would go to asphalt. You take money from privatisation and you don't explain to us that there is an economic growth of”, Moliqaj said.
There have also been questions about the northern Mitrovica fund means for which Minister Hamza has said those means are in the budget Law and will be spent in a set of forms of law.
“The Fund for the North is in the law has taken place. The difference is that we are interested in spending all the tools collected in accordance with the law being spent in accordance with the law. We do not impose administrative, nor bureaucratic barriers, which we are looking for as to the law of procedures, and we are asking to consider the recommendations of the audience General”, Hamza said.
