The EU does not guarantee that, after agreement with Montenegro, liberalisation will be made

Minister Grant Hoxha seems to have no knowledge of how the visa liberalisation decision is made. She, former Foreign Minister and current Foreign Minister, has never clearly argued why the European Union has established the border demarcation issue with Montenegro as criterion for liberalisation [...]
These comments were made by Avni Mazrek, university professor and expert on European integration issues on the “Click” RTV21.
He said no one from the EU guarantees that, after ratification of the agreement with Montenegro, liberalisation will take place.
Neither Minister Hoxha nor the prime minister nor the president of the state, who currently seems very active and intense on the demarcation issue, can ensure that neither Merkel nor the commissionor Hahn, nor the chief commissioner Juncker can guarantee that Kosovo is liberalised after ratification of the agreement with Montenegro”, Mazreku said.
According to him, all Western Balkan countries have benefited from the visa liberalisation process, without completing the border demarcation processes. Mazrek said another very important argument in this process is that Kosovo is still unsealed and unopened in the process of demarcation of the border with Serbia.
