On the island, where 3.4 million American people live, 90% of the country is without electricity, some parts three weeks after Hurricane Maria.
Lawmakers are expected to approve $36.5 billion in emergency assistance to hurricane-affected areas, Puerto Rico, Florida, Texas and US Virgin Islands, as well as to the area affected by fire in California.
