On Saturday, the government of Mariano Rajoy announced that it was intended to take over the revenue received by the Catalan government.
Made up of certain taxes and university registration fees, these benefits account for about a quarter of the income from the Catalan executive broadcast ATSH.
If the Senate, where Rajoy conservatives have absolute magic, votes on Friday the measures required by the government, then the Catalonian Tax Directorate general will have to make another objection to all decisions by the Spanish Ministry of Budget and not the number two Catalans, Oriol Junqueras.
Generalates (Catalavie) will have no deadline for financial maneuvering, because Madrid will already have the rest of its financial resources in hand.
The Spanish government had decided since May to financially bypass the Catalan regional government to avoid the management's use of public money for organising the self-rule referendum on October 1st.
In normal time, the Spanish state paid most of its own taxes, in addition to the Basque regions and Navarra, autonomous at this point, and then distributed them to various regions, which were then paying the funskions, social and educational services.
As of September 15th, Madrid no longer pays that money in accounts of the Catalan government, but pays directly the bills of the major public services of Catalonia, hospitals, schools, police, and official salaries.
