High officials get ready for call by Special Court

The statement by the new German Ambassador to Kosovo, Christian Heldt, who has spoken of the launch of the Special Court's work, which is expected to follow former members of the Kosovo Liberation Army, saying that guests from the Special Court should be offered voluntarily, or the tribunal's invitation must be implemented by Kosovo security institutions, [...]
According to lawyer Tome Gashi, the German ambassador's statement is very clear to those who want to understand it.
Gashi, in a proposal for Indexline, said the German ambassador has alluded that there will be high-level indictees in the Special Court and the order is precisely for them.
The ambassador's “Aludim is so clear that former senior Kosovo officials, but even these currents, understand that if accused, there are only two possible ways. For voluntarily to be offered, not to be concealed and handed over to Kosovo law enforcement authorities to be transferred to The Hague/Holand, where the Special Court headquarters is, or to prove the willingness of the justice institutions to arrest and be sent there”, he said.
According to the lawyer, the German ambassador's order is not worth other people than high-level ones if they are charged, because ordinary people will not be asked whether they will go to court with pleasure or difficulty.
This statement also signals that the charges could be made even in secret and handed over to senior state officials in advance, announcing they are accused, as has happened in the past in the case of Ramush Haradinaj, who has been informed of an indictment and voluntarily turned over to The Hague tribunal authority. But many other former KLA participants have been arrested, and sent to The Hague Tribunal for the former Yugoslavia without giving them the opportunity to self-rule, as has been the case of Ftamir Limaj. I have been a lawyer in the process at The Hague, also for Ramush Haradinaj and for Fatmir Limaj”, Gashi has explained.
