O'Connell: Kosovo needs laws to draw up foreigners

The UK through “Merorandium of Understanding” will provide support to the Ministry of Justice with four legal experts in drafting legislation and other relevant documents.

In the case of signing “Morandum of Understanding, United Britain's Ambassador Ruair O'Connell said that through this co-operation they will help Kosovo with Kosovo experts and that the time has passed when Kosovo needs to address foreigners to draft its laws.

O'Connell said that particular focus is on rule of law, especially in the field of justice and that they have a common interest in strengthening the rule of law in Kosovo.

This package of projects will put the package in focus for the law on the judicial package, judicial council, prosecutorial council, court and prosecutor, the law to elect the disciplinary prosecutor. It's a very important part of reform in the legal and legal system, and we're very glad we can play a supportive role for you. As I have said, I think it is very important to stress that relations between Britain and Kosovo are a partnership relationship, that we will not do the work that Kosovo belongs to. This is very important to stress that the project will supply Kosovo's most expert minister, who is aware of Kosovo's laws, to help draft these laws. And this is very important, I think there's been a time when Kosovo needs to address foreigners to draft the V etta laws, and it's also very good to hear from the minister the responsibility given in this project”, he stressed.

O'Connell said he hopes that at the end of the project legal gaps that exist in these areas allow for impunity and flight from justice, as well as strengthen the fight against organised crime.

While, Justice Minister Abelard Tahiri said that among the main competencies of the ministry leading the ministry is the drafting of legislation and policies that are related to empowering rule of the order and law in Kosovo.

Tahiri said the signing of this memorandum clearly shows that the Republic of Kosovo continues to receive this support from the United Kingdom in further empowering the rule and law in Kosovo. He also indicated which projects will be supported by this memorandum.

“Set up projects that will be supported by this memorandum that we signed today will be state lawyers, international judicial co-operation and review of the justice sector. The latter is among the most important projects the government of the Republic of Kosovo currently has and I as justice minister, so as justice minister this will have particular focus on my work as minister. Reviewing the justice sector will occur over a period we are already in consolidation of an inter institutional commission, and this process will undoubtedly last the minimum 12 months, perhaps even longer. And the conclusions coming to an end from this process may also require constitutional changes, so I call on all of us today to see this process as a very important process and to have a national consensus”, Tah iri said.

He said he believes that when it comes to national interest there will be consensus and support these reforms, which he says are very important for empowering the rule of law in Kosovo.
