“We do not worry about the lack of transparency (from Russia) when it comes to military maneuvering”, Stoltenberg said in Romania's capital, Bucharest.

He has mentioned the Zapad maneuvers Russia has held with Belarus in September, in which hundreds of military troops were involved, which sparked disappointment over Moscow's intentions of possible military intervention in Ukraine.

Stoltenberg, at the time, said that “Russia is our neighbor... we don't want to isolate Russia, we don't want a new cold fight”.
