Pierre Moscovic, European Economic Affairs Commissioner, said today that Catalonia, if it is declared independent by breaking away from Spain, would not be a member of the European Union.

The former French Socialist minister described this clash between Madrid and Barcelona as a painful issue that must be resolved by the Spaniards.
