That was also because of the large number of votes a independent candidate won. Fatmir Rashit managed to win 26.95 per cent of the vote as an independent candidate in Shpee.
He will go to the second round of local elections, where he will aim to defeat the PDK's Ishmael.
The increase was one of the municipalities with mostly voters in the October 22nd elections. 49.58 percent of citizens have voted in this municipality on Sunday.
