Demarkation can end up in Arbitrax, but this is not a solution.

Prime Minister Ramush Haradinaj has warned of the possibility of sending the Agreement for Demarketing with Montenegro to International Referee, but that will not be possible without the reconciliation of the Montenegrin side. International relations acquaintances say that not even Arbitrage is the solution. Although it has been two years since the Demarket Agreement [...]
Although two years have passed since the Demarketing Agreement was signed between Kosovo and Montenegro, a solution still cannot be found. On the contrary, recently (after the formation of the New Commission for Demarketing), Prime Minister Ramush Haradinaj has indicated that unless a solution is reached over the issue, this agreement could go to the Arbitrazhi Court.
However, political and European connoisseurs hold that Arbitrage is not the right solution for the demarcation, since Arbitrage may not provide solutions for years. They have, in this case, called for Kosovo to find a solution with Montenegro, but have expressed sceptical whether the current version can be changed.
On the other hand, while Montenegro has repeatedly reiterated that it will not renegotiate this agreement, the internationals have called for the demarcation to be ratified as soon as possible so as to open the way to liberalisation, the voice newspaper writes.
Directors of the New Commission for Demarketing have announced that they are developing intensive work and that they have found new elements that are not mentioned by any commission so far.
