The court in Pristina today will announce its decision to Enver Hasani, Albert Rakip and Hakif Veliun regarding the translation of books.
According to the Kosovo Special Prosecutor's Act, Enver Hasani in the quality of Pristina University's rector, Hakif Veliu as chief of procurement at the UPP and Albert Rakipi as director of the Institute for International Studies ISN, have conducted criminal work of fraud in office in co-ordination.
The prosecution claims the accused carried out this work in connection with the realisation of the contract to translate books from English into Albanian for the needs of the UPI.
The contract, linked between UP and ISN, dated December 5, 2012, while its total value was 500 thousand euros and the price of payment was set 12,65 euros per 1000 words.
The prosecution claims that 3 days after the contract was signed, ISN Director Georgi Kyriaco has sent indictees Enver Hasani a request for the change of the contract from the “fjala” to the measuring unit “ <x2-8x3>, while then accused Hakif Veliu under the agreement with Enver Hasani has compiled a new contract with which they have changed Article 17 of the original contract to December 5th 2008.
Prosecutor Drita Hajdari's Act, claims that exactly Article 17 had been changed in that form that, instead of the price of 12.65 euros per 1000 words, was marked at the price of 12.65 euros for 1000 characters, thus enabling the ISN, the highest benefit for the same amount of service and bringing to falsehood the authorised persons of the UP.
Always under the indictment, the prosecution claims that accused Hakif Veliu, in the forged contract has kept the original contract's number and date and that contract accused Enver Hasani on December 13th 2008 has sent him to Tirana to sign Rakipi's indictee.
Under the amended contract, the prosecution claims that on July 13, 2009, bills were sent to the UP for the translation of 8 books at the price of 78.99,25 euros calculated according to the measuring unit “karactere”, which under the original contract would have cost 14.991, 91 euros.
The indictment describes that the accused Rakipi on the bill has marked the 1000/F sign, which in the UPI Commission members for accepting the translated material, has created a stir that the translation calculation was done with the measuring unit “jala” and thus recommended the execution of the payment.
Prosecutor Drita Hajdari claims that as a result of changing the original contract, the ISN secured an illegal financial benefit in many of the 70 thousand euros.
Hajdari, when he presented the final word five days ago, considered Hasan's case -- the case of the <x0-seat white” -- while saying he had the tendency to sacrifice the lowest official Hakif Veliu to senior official Enver Hasani.
Hasan, Rakipi and Veliu have been declared innocent in December 2015 on charges charged.
