During the first mandate of governance, Pristina Chairman Shpend Ahmeti, along with his cabinet, had a special commitment to decision-making in the neighbourhood, a commitment that was made and obviously affected the establishment of civic consciousness on the need for direct commitment to the general good. By late 2013 the municipality has turned to its true citizens.
For less than four years, the V-run Community EVIDENCE! has held over 140 public discussions with citizens, where investments year-on-year have been addressed about problems and neighborhood priorities.
In addition, the unique digital platform for participation in decision-making has been launched, where neighborhood dwellers submit demand and vote for investment priorities in the designated neighborhood.
Direct contact with citizens has also helped draft the governing programme for the second mandate. Each neighborhood has submitted their demands, listing them based on priorities. The joint decision between the municipality and the citizens is the cause of the Pristina municipality's continued successes.
