The international community of"concerned"with the collapse of houses beside Ujman

The international community has said Wednesday that it is"concerned"with the Kosovo authorities' decision to tear down some houses on the Lake of Uyman the day before.

The European Union office urged Kosovo to stop destroying these homes, and expressed regret over Tuesday's action. Her concern was shared by the German and British Embassy in Kosovo.

According to the European Union, with the collapse of houses in Weyman not respected"regular legal procedures".

The European bloc said Tuesday's action of Kosovo authorities was undertaken at the time when residents had launched judicial procedures within the 15-day deadline, defined in public company reports “Iber-Lepenc”

“The EU is concerned about its lack of respect for regular legal procedure in this and in some other recent cases in northern Kosovo since February of this year”, it says in response.

Hydroeconomic Public Company “Iber-Lepenc” said 11 ruined houses were illegally located on her property.

Head of this company, Faruk Mujka, said the owners were asked on July 3rd to free their homes, but after failing to implement the request, the Environment Ministry's Inspectorate and Spatial Planning, in co-operation with the Kosovo Police, began implementing the decision on their collapse on July 21st.

Meanwhile, the EU demanded that all collapses, forced evacuations or seizures in property be immediately interrupted until concerns related to “on regular legal procedure” are addressed, requiring authorities to co-operate with the affected residents and municipalities and to find legal solutions.

The irreversible implementation measures in the context of developing procedures and controversial property claims raise serious concerns about the rule of law”, the EU said, adding that it expects Kosovo to address these concerns urgently and the similar “not to repeat”.

The German Embassy in Pristina said it shares concerns expressed by the EU.

“We are deeply concerned about the collapse of houses in Weman”, the German Embassy said, demanding that there be regular legal processes.

“We call for such actions to be stopped immediately and call for transparency and legitimate resolution”.

Even the British Embassy in Kosovo expressed concern about the collapse of houses in the north, stressing that rule of law coincides with transparent process and the affected are able to exercise their rights.

According to the embassy, concern for him is that this action has been conducted while legal processes are continuing.

“Law must be implemented impartially throughout Kosovo. We call on Kosovo authorities to engage with the affected communities, address concerns transparently and avoid further actions that could undermine public confidence or trust among communities”, the British Embassy's response to Pristina told them.

Branimir Mihajlovic, North Mitrovica resident and owner of a house in Wyman, told Radio Free Europe that last year he had filed a request for legalisation of property in Kosovo's system and was willing to pay the rent to Kosovo institutions, Periscopi broadcast.

I have all the documents. Suddenly, the owner appeared. Iber-Lepenci. We're not even in the water belt. Even if we were, I'd pay rent and taxes. I even paid for electricity. Under the law, the land can be rented, and that's exactly what we've asked for”, Mihajlovic said on July 21st.

He indicated that, together with other household owners, mainly Serbs from northern Kosovo, they have filed complaints with the ombudsman and the Constitutional Court in Mitrovica.

“No session has been held. We requested temporary suspension of the collapse, but there is still no decision”, he said.

The Uyman Lake is located in the municipality of Zubin Potok, in northern Kosovo, inhabited by Serb majority. It is considered strategic infrastructure for Kosovo, as it serves water supply, electricity production and irrigation.

By contrast, since 2024, authorities in Kosovo have started closing Serbian institutions, naming them parallel and illegal. The actions of the Kosovo government in the north have often faced international criticism.
