ZKA: Delay and Financial Overload for renovation of IML object

The National Audition Office has identified significant delays and exceeded costs under the renovation of the (IML) Legal Medicine Institute worth 814 000 and 229 euros.
According to the auditing report, the contract was signed on September 25, 2024, and the deadline for completion of the works was scheduled until May 30th 2025, 150 working days respectively.
However, during auditing and verification on the ground it has been found that the project had not yet been completed.
“During auditing and verifying the situation on the ground, it has been found that the “Rendition of the IML”, worth contractual value of 814,229, has not been realised within contractual terms, causing delays in meeting obligations. The contract was signed in 25.09.2024, with deadlines of 30.05.2025, respectively, while the project had not been completed even during the audit phase”, the report said.
In addition to delays, the audience has recorded considerable overcoming in some positions of work compared to the contracted size.
“In position 8.18 Supply and transport with granite plates, the contracted value was 10,020 euros, while the realised value was 17,578 euros, with an excess of 7,558 euros. Position 9.5 The supply and assembly of the knauf, the contracted value, was 6,000 euros, while the realised value was 25,582 euros, with an excess of 19,582 euros. In the 40-euro internet network position, assembly and finalisation, the contracted value was 2 thousand and 592 euros, while the value realised was 7.,200 euros, with a loss of 4.608 euros”, the report said.
According to the ZKA, the total contracted value for these three positions was 18 thousand and 612 euros, while the realised value has reached 50 thousand and 360 euros, resulting in a surplus of 31 thousand and 748 euros.
According to accepted information, the ZKA says delays in implementation of the project are related to the long-term failure of staff spaces, low temperatures during wintertime, as well as the lack of a machine engineer for accepting part of the work.
According to the report, these delays have contributed to the malfunctioning of the legal medicine Institute facility within the set deadline, pushing the delivery of planned services.
“Vones in the implementation of the project have resulted in failure to complete the works within the contracted deadline and delay the operation of the IML object, delaying the benefits of planned services. Meanwhile, overcomings in some positions compared to the paraspecie have increased the risk of additional spending and negatively impacted the financial cost of project”, the report said. /Periscopi/
