Albania's Council of Ministers has approved a new and comprehensive package of rules reshaping verification procedures at the border crossing points of the Republic of Albania.

The new document defines clear standards of who benefits accelerated passage (green resources), how transport vehicles will be controlled, and, most importantly, set iron security filters for the travel of minor children abroad to combat trafficking and abandonment.
Hard Filters for Baby Travel
The most vital part of the decision directly affecting citizens is the new border crossing regime by persons under 18. The state has tightened verification procedures, requiring specific documentation depending on age and escort.
Under 16 years of age, they can travel only accompanied by a large person and necessarily with a notary declaration signed by both parents (or parent with legal custody). Notary statements are now required to be compiled in two languages (Albanian and English) if drafted abroad.
16 to 18, this age group is allowed to travel unaccompanied (e.g. as a visitor to a relative or cultural/export activities, but again a noritory statement is required from parents who determine the host's exact address and the guarantee of insubordination.
For children of divorced parents, the guide must have a swimming statement from both parents or a court - form decision that gives him custody. Judicial decision data will already be registered electronically in the T border system IMS.
The decision provides extensive competencies to the Border Police to block the transition to the slightest doubt case:
In case of doubt, the border guard conducts a brief interview to the escort, conducts detailed verifications of documents to ensure that the minor is not leaving against the wishes of those exercising parental care in order to prevent kidnapping or trafficking. ”
If the infant's abandonment in another country is found, the Prosecution, the Child Protection Agency and international counterpart authorities are immediately announced.
Who takes turns passing and minimal verification?
To facilitate the circulation of officials, security troops and vital workers, the decision specifys categories that go through accelerated procedures, excluding the obligation to prove “sufficient financial networks”.
The heads of state, governments, parliaments and royal families are subject only to “minimal development” based on official announcement. The same applies to diplomatic passports holders and members of organisations such as the UN, the EU and NATO.
In cases of crisis or war, NATO troops and assets pass with accelerated procedures or full exceptions. Search-saving workers, firemen and police in office also have absolute priority.
Citizens who cross the border regularly every day for work reasons and are registered in the system will pass through simplified verifications.

The government has standardized the way passengers are controlled depending on the means they use to travel:

Autoves (Makins) Passengers stay in the vehicle during the search. They are required to come down only if there are doubts about hidden goods/persons, identity dispute or signals in the police system.
Street buses undergo individual foot check on terminals. In cases of high flow, regular line buses have priority.
The guards and Krocerat captain must hand over the passenger/equipazhi list at least 24 hours before arrival. Internal - road crores do not conduct checks, while international lines are checked in separate lanes.
Airplanes (Transferates) The search is conducted only at the first arrival airport in RSH (for entry) and at last. For private flights, the pilot must submit flight plans and the identity of passengers before departure.
Control trains can be conducted at the first stop or during the train's movement inside cars to avoid delays.
This decision comes into force after publication in the Official Library, tasking the General Directorate of State Police to update computer systems and internal guidelines immediately for every employee at the Albanian border points. /Periscope
