voter registration begins today outside Kosovo, changing voting centre, and improving voting list

Today, on May 6th, according to the Central Election Commission's task plan, various phases of the election process will begin, which connect directly with voters both inside and abroad.

Starting today, voter registration will begin outside Kosovo (May 17th, 2026), changing voting centre within the municipality (6 May 17th 2026), and rejecting inaccuracies on the voting list (6 May 18th 2026).

CEC spokesman Valmir Elezi has shown that citizens living abroad can apply to register as voters outside Kosovo and select the way of voting.

“During this 12-day period (6 May 17th May 2026), all Kosovo citizens living abroad can apply to register as voters outside Kosovo. At the moment of the census, voters can be determined individually for one of the three ways of voting: (1) to vote physically in one of Kosovo's diplomatic representatives; (2) to send texting via mail to one of the mail boxes opened by the CEC outside Kosovo or (3) to send the ballot to the CEC mailbox in Kosovo”, Elez said.

For voter registration, Elezi said the CEC has functionalized electronic platform https://diaspora.kqz-x.org

At the recent CEC meeting, held on May 5th, the CEC made the decision to approve the list of polling centres on diplomatic representation and set the maximum number of voters who can register for voting in embassies and consulates.

Under the CEC decision, the voting process is scheduled to be organised at 48 diplomatic representations with a total of 70 seats, of which 33 embassies and 15 consulates. Meanwhile, the maximum number of voters who can register to vote in these polling stations is 66,450.

Restriction of the maximum number of voters who can register applies only to the vote on diplomatic representation, while the number of voters who can register for voting via mail is unlimited. In the event of meeting the maximum number of voters in diplomatic representation, according to the application-time principle, the applicant will be directed for recording other ways of voting through mail.

After last year's elections, the CEC has adjusted various issues dealing with voting outside Kosovo. The CEC has placed the minimum number of 50 registered voters as criteria for organising the vote in a certain diplomatic representation.

“If the number of voters registered for voting in a diplomatic representation is below 50, the physical vote on that diplomatic representation is not organised and registered voters will automatically switch to voter status via mail and will be announced by the CEC. Meanwhile, for citizens registered to vote by mail, The CEC, as it has done in the recent local and parliamentary elections, will send through the post package, with a ballot box”, Elesi said.

Also, starting today (6 May 18 May 2026), the 13-day period for opposition to inaccuracies on the voting list will begin.

According to Elez, “each person with a fair vote that doesn't figure on the Vote List has been wrongly assigned to the next centre of voting or has other inaccurate data, may require CEC to review it, via (1) the electronic platform https://qv.kqz-x.org, or (2) by presenting himself to the Commission of Elections in the corresponding” municipality.

Also, according to him, “during this period of voting may object to the inaccuracy of the Parliamentary Vote List even for any voter name for which it claims it should not be found on this list, including when the name of a deceased person figures in this list. In this case, the complaint should be submitted to the Elesi Elesi Elesi Elesi Elesi Elesi Elesi Else panel for Ancess and Parashtesa.

Even in this election process (6 May 17th May 2026), the CEC will enable Kosovo citizens to change the polling centre only within their municipality.

Citizens will rightly be able to learn their polling centre and if they even want to change it, setting it as close as possible to the settlement in their municipality: (1) through the CEC's electronic platform https://qv.kqz-x.org, or (2) applying to the Municipal Election Commission in the municipality where the voter is registered.
