The municipalities are forced to pay for the elections, Abraham is responsible for the CEC, not the AKK.

The Kosovo Communists Association (AKK) has reacted sharply to the practice of the Central Election Commission (KQZ), which is forcing municipalities to cover payments for support staff engaged in the election process.
This has been announced by the chairman of the Kosovo Commission Association (AKK), Saban Ibrahmi.
This represents unfair shift of financial responsibility and direct shock to municipal budgets, which are already under huge financial pressure. The situation becomes even more disturbing when it is known that the central level has not yet executed payments to the same staff from past election processes”, he has said of Periscope.
Ibrahmi has said that organising and financing elections is the responsibility of the CEC, not municipalities.
“The AKK makes it clear that organising and funding elections is the exclusive responsibility of the CEC, not municipalities. Therefore, we ask the CEC to stop this practice immediately and take over all financial obligations related to the election process”, he said.
Ibrahmi has further said that any attempt to deliver election costs to municipalities is unacceptable and will be strongly rejected by local government”.
