Kusari-Lila annuls Roseta Hajdari's 1 million tender: How did the (DOKUMENT) criteria meet

Industry, Trade, Trade and Innovation Minister Mimoza Kusari-Lila has fired on <x0th>memturina", her predecessor's work, Roseta Hajdari, with a recent decision.
Kusari-Lila, who is in coalition with Vetevendosje, the party from which Hajdari comes, has decided to completely cancel a tender worth 1m euros that former Minister Hajdari had announced for construction of Industrial Park in Opterusa, reports Periscope.
What is surprising about Kusari-Lila's decision, former Prime Minister Hajdari's project has described as something past, which fails to meet the criteria.
The reason for the tender annulment is mentioned that the project, in addition to failing to meet current standards, has been prolonged and, as such, has lost its effect and purpose.
Construction of the Infrastructure in Industrial Park in Opterusha 2 phase, with projected value of 1,013,360.36 euros, which was announced on April 9th 2024, after more than a year of procurement procedures, the ministry has made a decision to completely shut down this activity on April 24th 2026, while the annulment announcement has been published on April 30, 2026.
According to the document that Periscope has secured, five economic operators have participated in the tender. The lowest bid has been worth 800 thousand euros from the group of operators “Benita Company”, “Falauri V” and “A LCO-IMEPEX” While other bids have been submitted by “Pro & The Co Group”, with about 848 thousand euros, from the group “Agim Morina B. I.” and “should Medium” with over 911 thousand euros, from “N.P. Bamirs” and “Famis Co-HC” with over 932 000 euros, as well as from “Rahovica Commons” and “ENG” construction at about 999 000 euros.

However, despite competition and offers already opened, the ministry has estimated that the procedure cannot continue further. The excuse for annulment is said to have passed a considerable period of time from the tender's proclamation, and during this time the project has lost its original goal. Another reason cited is that the agreement on co-operation between the municipality of Rahoveci and the ministry has expired, while there are no more financial pledges to implement the project.
One of the key elements to the decision is also the fact that the project has not included environmental elements. According to the ministry, recent developments and studies in the field of industrial parks require these projects to include green components, in line with contemporary standards. This has made the existing project considered inadequate in its present form and requires a thorough revision before further proceedings.
The tender was developed in open procedure and with criteria of giving the lowest price, while during this period it has gone through several phases without reaching finalisation. The very fact that from April 2024 to April 2026 the project has failed to be implemented, according to the ministry's reasoning, shows that the process has lasted longer than previously and no longer responds to current needs.
The decision on annulment says that, given all these circumstances, including the collapse of agreements, lack of financial means and the need for new standards, procurement procedures should be halted and the project revised overall. If a new agreement with the Rahoveci municipality is reached in the future, then the project will have to be drawn up from the front, including the currently missing elements. /Periscope/
