Judicial decisions as a result of collective contracts in Kosovo have become a major source of financial burden for the municipal budget, which is being taken in significant amounts of money.
Pristina municipality Chairman Progress Rama has called this phenomenon unfair, adding that it is becoming deliberate from the central level.
It's definitely something that's been done, which seems to have been made deliberate by the central level only to make the municipalities impossible to develop their projects. So something that the ministry is responsible for, a collective contract that the ministry has signed, that they had to pay, that all citizens, however, deserve those salaries that are not paid, but something that had to be government's first responsibility, that made this burden of municipalities unfairly. Even as a result, we have a large number of municipalities that have even remained without developing very important projects in infrastructure, health, education and others, and because of that injustice”, Rama told EO.
Mayor Rama stated that court decisions like the municipality paid about 12m euros, which for the capital is a huge burden.
So far it looks like we've paid about 12 million, so it's a huge burden, I'm saying Pristina probably even has the potential to overcome this burden because we have different ways where we raise funds, but there are some other municipalities that depend on these funds and have a completely block. So it's also unfair to this city, to the Pristina municipality, but also to all these other municipalities. It's a matter that the ministry has signed, the ministry has had to assume responsibility, the ministry has had to pay off, and they have done the opposite, so they have miscarried the municipalities unfairly”, Rama said.
