CEC facilitates voter registration procedures over 80 to vote through mobile teams

CEC spokesman Valmir Elezi in an interview for Online Economics has said this activity is under way within the registration of voters with special needs, enabling online voter registration that because of the physical, health or other circumstances defined in the General Election Law cannot be submitted to their deployment.

This practice of the CEC has begun to be enabled by the December 2025 parliamentary elections and aims to facilitate their participation in the elections.

Until the end of the period for registration of eligible voters, the CEC allows voting through mobile voters teams over 80 years old without having to co-operate the certificate of physical disability or medical diagnosis. Before last December's elections, even voters over 80 years of age have requested these documents, but the CEC has estimated that this change could have a positive impact, facilitated and increase voter turnout that is impossible to make a decision, including persons who do not have specific medical documentation. Under the CEC's decision to register voters over 80 years of age, the valid document of voter identification and photography is needed, simultaneously presenting the identification document”, Elez said.

According to Elez, out of 1,959,962 voters within the country, there are about 54 thousand years of age on the voter list.

Similarly, the CEC has announced that from 22 May, periods for registration of eligible voters are continuing, which cannot go to their polls on Election Day.

To enable the vote of persons with special needs who will be registered, the CEC will engage mobile teams in every municipality in the Republic of Kosovo on Election Day, June 7, 2026, which will go to the specific addresses of registered voters.

“The Central Election Commission has opened the census period and voter approval with special needs for the June 7th elections. This process allows citizens, due to their physical state, health or other circumstances set out in the General Election Law, cannot be submitted to the polls, exercising the right to vote through the CEC mobile teams. The vote of persons with special needs is allowed out of place. On election day, hundreds of mobile teams engaged by the CEC will visit these voters at their addresses or institutions to enable the vote”, Elez said.

To facilitate the registration process, the CEC has operated electronic platform: https://vpnv.kqz-x.org, which is available until the end of this period, while the deadlines are like the following:

I. Enrollment of Special Needs, May 22, May 31, 2026

Voters with special needs are considered law-wise voters who cannot leave their homes to vote personally in the polls because of physical disability, health, or any other disability.

Registering these voters can be done via electronic or physical platform at the Municipal Election Commission in the municipality where the voter is registered.

2 / 1 Recording and identifying voters with limited movement in institutions, May 22nd, June 1, 2026

Voters in institutions are considered law-wise voters, with limited movement at any institution: voters in hospitalization, elderly people in homes designated for the elderly, people in treatment in mental health institutions, prison inmates and detainees in detention centres.

According to official reports, the CEC in co-operation with relevant institutions makes the identity of these voters.

Restricted voters in institutions and tallied by them are considered registered voters, while voters located in hospitalisation institutions, homes of the elderly, and shelters for the victims' protection can also be registered individually through electronic platforms.

3 / 1 Voter registration under particular circumstances, May 22nd, May 31st, 2026

Voters under separate circumstances are considered voters who, for security reasons and voters who are under house arrest, cannot vote in their particular location.

The census of voters who for security reasons cannot vote in the polls is done through the CEC's electronic platform, as well as by demanding assistance from the Municipal Election Commission in the municipality where voters are located, meanwhile, the CEC in co-operation with relevant institutions makes the identity of eligible citizens under house arrest.
