Albania: Reform in the Army, Government Approves New Rules of Uniting Graduates With Functions in Armed Forces

The Council of Ministers has adopted a new normative decision that completely changes the structure of career management and hierarchy within the Armed Forces of the Republic of Albania (FA).
With the defence minister's proposal and in support of amended “military career”, this new decision abolishs the old rules that were in place since 2015, bringing a new standardisation to all commands, types of forces and international representations of the country.
Standardisation of hierarchy according to operational structures
The new decision determines how taxes will be harmonised and military degrees joined with concrete working positions (orgonic functions) for all active service soldiers. This new scheme is divided through specific lines of document (appointed as relevant connections) that cover the entire defense device, writes Rtsh.al, report Periscope
According to institutional division, the new grade union affects key structures as follows:
Central camera, military service at the Ministry of Defence and the U.S. General Staff.
Depending on the General Staff, the departments depending directly on the defence ministry and on those depending on the General Staff.
The three main forces, the effectiveness and departments of the Earth Force, Marine Force and Air Force.
Support and Academy, Support Command, as well as the Academy of Armed Forces along with their facilities under their academic or logistical dependence.
Rules for NATO missions, implementation deadlines
Special attention in this decision has been paid to Albanian military soldiers serving outside borders, within the country's geopolitical commitments as a member of the North Atlantic Alliance.
For troops deployed in missions or diplomatic headquarters, the decision stipulates a flexible adjustment rule:
“Gradas for active service soldiers named at international headquarters, command structure, force structure, NATO agencies and centres are joined by organic functions defined in the workplace requirements, submitted by these structures for completion. ”
This adjustment is valid whether positions are met through extraordinary extensions or when functions vary on the basis of regular periodic rotation among the Allied states.
As for the timing of this reforming process, the Council of Ministers has set a short and short deadline to avoid bureaucratic delays in the military:
The establishment of military degrees with organic functions in the Republic of Albania's Armed Forces should be completed within 1 (one) a month of the date of its entry into force. ”
The FA Ministry of Defence and General Staff has been commissioned for the immediate implementation of this administrative reform. The decision goes into effect immediately after its publication on the Official Library, officially starting a month's deadline for full reform of the degrees on all ranks of the Albanian Army. /Periscope
