(2 months ago)Kosovo's 10th Parliament legislation is being described as one of the worst in the country's parliamentary history by the monitors of the work of this institution. According to them, MPs from this legislature failed to fulfil the basic functions, in particular the election of the president, which led to new elections on June 7th. However, from the former majority say that even this legislature had efficiency less than two months in total, 24 sessions have been held, with 35 laws adopted, among them 24 international agreements.
Kosovo Institute for Justice researcher Naim Jakaj says of KosovaPress, that this legislature was not capable of performing its functions.
Among its main culprits is the Vetevendosje Movement, which has had parliamentary majority. He cites the lack of revision of the budget, where the country is facing major inflation due to the crisis in the Middle East, as well as the return of zero laws for reform in justice.
As a positive thing, he stressed the adoption of several international agreements, between them and those within the framework of the Development Plan.
In the history of parliamentarians, this legislature will remain as the worst, as the most failed, because it was not capable of performing its functions. Against the fact that the assembly and government were formed rapidly, the day after the confirmation of the election results, this legislature failed to carry out some of the key issues. We actually, due to the global crisis, even in Iran and Ukraine, due to price hikes, failed to have a review of the additional budgetary law. Here responsibility falls mainly, and especially, on the parliamentary majority, on Vetevendosje Movement, which has not been good since the Kosovo Government was formed to bring a supplementary budgetary law and to that law impose a package for support for vulnerable social groups... There is a success of this legislature that has been adopted agreements coming from the Development Plan, but they are already left in half and we risk not getting some of the funds, taking over some other international agreements, because there must be a Assembly in June. There should be Government in June and thus cannot be done according to agreements Kosovo itself has undertaken with international agreements and various financial organisations”, he says.
In the same critical line, political analyst Adrian Zeqiri says failure is not only isolated in this mandate, but also in the ninth legislature, as a result of continuing political crises.
I can only co-operate with the deputies of the ninth and tenth legislature who actually did nothing. It went as an MP without ever speaking to the speaker. This has happened to the past legislature of 2025, which has done nothing like this legislature. Along with those deputies who have spent time and effort, they have finally been given a mandate without ever having to take it. Currently, two completely failed legislatures in Kosovo”, he declares.
The former LVV deputy chief Arberie Nagavci said the 10th Parliament's legislature lasted briefly on time, but was intense in work and results.
“Although the Kosovo Parliament's 10th legislature functioned for less than two full months, we managed to make decisions of importance for citizens: passing key bills, functioning boards and councils, and advanced international agreements”, she wrote on Saturday on the social Facebook network.
The Assembly was disbanded on April 29th, after failing to elect the new president.
The 10th legislature was dedicated on February 11 after the December 28th elections of 2025.
