Calcolly has said that if this bill adopted today by the government is sent to the Assembly today, the first review may take place a week later, while final approval requires another few weeks.
“E even with accelerated procedure, the first review can take place only 48 hours after the bill is distributed; until the second review in just 72 hours of principle approval. So even if the procedure deadlines are avoided for what the 2/3 votes of deputies present could be considered and potentially voted the previous April 28th day when the constitutional deadline for election of President” is closed, he has said, among other things.

Despite today's adoption by the Government of the Bill for Change and Fulfilling the Budget Law, its timely review of the Assembly remains difficult because of the procedural deadlines, as well as controversial for the electoral impact it may have. In regular procedure, the first review of the bill may take place earlier in a week, while final approval can be made by mid-May. So, with this procedure, the adoption of the bill comes beyond the deadline for electing the president, which ends at midnight next Tuesday.
And even with accelerated procedure, the first review can take place only 48 hours after the bill is distributed; until the second review is only 72 hours from principle approval. So even if the procedure deadlines are avoided, what the votes of 2/3 of the deputies present could be considered and potentially voted the previous April 28th day when the constitutional deadline for the president's election closes. Beyond the procedural aspect, this situation carries the risk of having discussions at a evental session that day, but also the draft law itself, used for political purposes and as a pre-fuges tool. This especially in view that changes in the budget are expected to include financial and fiscal packages, whose distribution during May or June could have a direct impact on the process and the election race.
